Welthungerhilfe it is one of Germany's biggest non-governmental relief organizations. Non-profit making, politically independent and non-denominational, the organization is run by a Supervisory Board of honorary members under the patronage of the President of the Federal Republic of Germany. Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.

Duties and Responsibilities
· Conduct technical and feasibility studies of projects, particularly on rehabilitation/construction of infrastructure (including, Protection walls, retaining walls, intake, dam, irrigation channels, flood breaker, reservoirs, culvert, bridge, etc.), based on needs assessments, baseline and/or benchmarking surveys. · Field trips to the project site, field on daily basis or as project needs. · Supervise and provide thorough technical guidance to the management. · Design plans and project requirements, including finance, estimation of time for works, work force needed and materials needed, including reviewing Bill-of-Quantities (BoQ). · Oversee the creation and build the capacity of sectoral community committees. · Support the logistics department in the procurement and storage of materials for project use. · Ensure accurate and timely reporting of project activities. · Ensure cross-project integration, learning, sharing and implementation of best practices from other WHH projects in Afghanistan. · Design technical manuals on approved and appropriate construction practices. · Ensure the integration and mainstreaming of gender by ensuring the inputs of women is incorporated into the community projects. · Work closely with the Operational Manager to build and/or improve systems to supervise and manage the implementation and monitoring of the project from a technical perspective. · Works closely with the M&E department to ensure a smooth project implementation. · Coordinate closely with Community Mobilizers, Hygiene & DRR Trainers, M&E team and Operational Manager on the technical feasibility of proposed community projects to implement and provide feedback to the management team on the feasibility, quality and progress of project activities. · Contribute to internal and/or external reports as requested by the management team. · Provide weekly progress reports to the management team. · Represent Welthungerhilfe in technical coordination meetings with relevant stakeholders, as requested by the management team. · Perform any other tasks as required.

Qualifications and Education Requirement: · MSc or BSc in Engineering, with particular focus on civil works. · To have minimum of 5 – 7 years of working experience within an NGO or Afghan NGO is required. · Competency in Microsoft Office & Engineering software (AutoCAD, Rivet, etc.) · Be able to manage multiple tasks and responsibilities. · Good English written and oral communication skills. · Ability to meet deadlines and cope with pressing timelines; willingness to work overtime if needed. · Ability to work and be comfortable in complex situations with incomplete information.
