The Budget Department within the Ministry of Finance (MoF) is responsible for the preparation of the national budget and for monitoring and reporting on its implementation.
The national budget activities, at present, are largely donor/aid co-ordination function with considerable liaison and involvement of international partners. The budget is used as a major co-ordination mechanism of the Government through which it consults, agrees and articulates to all national and international stakeholders the expenditure programmes and priorities of the Government for the year ahead. The National Budget is also the primary instrument for the Government to allocate and manage its financial resources (both internal and external revenues) in a balanced, transparent and accountable manner within a short to medium term framework.
The Budget Team is composed of Directorate General Budget, Budget Execution Sectors, Budget Policy, Coordination & Reporting Unit, Provincial Budgeting Unit and Program Budgeting Unit. In addition, the Project Management, Office Management and IT Units provide administrative support to the Budget Department including plan development trainings and office and logistics management. The Project Management, Office Management and IT Unit also coordinate and implement a public information strategy on the National Budget and develop mechanisms to measure and monitor the effectiveness of the delivery of Budget Department’s products and services to key stakeholders and clients.
ARD sector is responsible for financial aspect of the citizen charter program, the newly hired budget senior specialist will be based in ARD Sector and will have to work under close supervision of ARD sector Budget expert. He/ she has to provide support on budget preparation and execution of citizen charter program.

The Senior Budget Specialist will work under the direct supervision of the Sector Expert, and the overall guidance of the Director General Budget.

Duties and Responsibilities

• Supervise and provide technical assistance under specific DGB functional areas
• Draft operational plans, policy documents, process documents, etc. aiming to improve the capacity of the DGB and of the LMs
• Liaise with government counterparts and development partners on technical PFM issues (on-budget, alignment, etc.)
• Manage designated areas of responsibilities delegated by MoF/DGB
• Brief senior officials on citizen charters projects within framework of government development policies
• Design and deliver training/on-the-job training/coaching to LMs on PFM reforms and budget cycle
• Monitor and assist LMs/BUs with implementation of PFM reforms, budget planning and budget execution
• Lead the development of the structure, implementation, coordination and reporting of the national budget;
• Prepare the Medium Term Budget Framework and budgetary ceilings;
• Prepare the Supplementary Budget and ensure its submission to the Cabinet and Parliament for approval;
• Serve as the principal liaison on budgetary issues between the Budget Department of the Ministry of Finance, or the Line Ministries and the Provincial budget offices
• Serve as the focal point for MRRD or any other BU Related to ARD Sector
• Conduct budget evaluation and analysis of financial proposals of the citizen charter and other development projects submitted by Line Ministries;
• Prepare reports/briefings for the budget committee during budget hearings containing analysis of donor commitments, expenditure capacity of the Line Ministry and linkage of the proposed projects with sector priorities;
• Evaluate budgetary proposals for the Mid-Year Review of the budget;
• Assure that expenditure requirements are correctly estimated for the remaining quarters of the financial year; and
• Participate in the negotiation and finalization of Grant and Loan Agreements, and compiling reports on these activities.
• Review and process budget allotments of citizen charter program and other projects;
• Provide scheduled analysis of and reporting on budget allotments of citizen charter program and other projects;
• Monitor budget expenditures of citizen charter and other development projects;
• Analyze expenditure and performance information submitted in quarterly and annual progress reports;
• Evaluate budgetary units’ budget requests performance and costing information and making corresponding recommendations for improvements; and
• Maintain financial requirement of citizen charter and other development projects in the Donor Assistance Database (DAD).
• Identify, deliver and/or conduct training modules for stakeholders;
• Provide training to newly recruited and other junior staff of the sector in budget formulation, implementation and monitoring;
• Assure that budget information is publicly available by sharing budget requirements with all stakeholders and publication of relevant budgetary documents on the Ministry of Finance’s public website; and
• Maintain the Budget Department’s internal knowledge management mechanisms and procedures.
• Conceptualize, analyze, identify problems, develop solutions, and exercise sound judgment and present information and to draft clear documents
• Professional report writing on fields directly related to ARD Sectors programs
• Economic Analysis of the citizen charter and other proposed projects

• Any other tasks and responsibilities as required for the implementation of the project and requested by Sector Expert or Sector Manager.

Qualifications

Education: • Master’s or Bachelor Degree in related field, strong analytical skills of report writing and economic analysis will be given preference, Master Degree with specialization of Infrastructure Development will be also given preference.
Experience: • With Master Degree 5 years and with Bachelor at 7 years of relevant managerial, reporting, statistical analysis experience at the national or international level in providing financial management services, capacity building and/or managing staff and operational systems;
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required;
• Knowledge of GoA’s budgetary rules and regulations is an advantage
