About Integrity Watch Afghanistan
Integrity Watch is an Afghan civil society organization committed to increase transparency, accountability, and integrity in Afghanistan.
The mission of Integrity Watch is to put corruption under the spotlight through community monitoring, research, and advocacy. We mobilize and train communities to monitor infrastructure projects, public services, courts, and extractives industries. We develop community monitoring tools, provide policy-oriented research, facilitate policy dialogue, and advocate for integrity, transparency, and accountability in Afghanistan.
Integrity Watch was created in October 2005 and established itself as an independent civil society organization in 2006. It has approximately 90 staff members and 381 Local Monitors. The head office of Integrity Watch is in Kabul with provincial programmatic outreach in Balkh, Bamyan, Herat, Kabul, Kapisa, Nangarhar, Parwan, Baghlan, and Kunduz.
Integrity Watch’s work has three major components: (1) Community Monitoring, (2) Research, and (3) Advocacy. Integrity Watch tries to encourage active citizenship and community mobilization through its programs. Our community monitoring work includes development of community monitoring tools, mobilizing and training communities to monitor infrastructure projects, public services, courts, and extractives industries.
Our research work is focused on policy-oriented research measuring trends, perceptions and experiences of corruption and covering wide range of corruption related issues including security and justice sectors, extractive industries, budget and public finance management, and aid effectiveness. The objective is to develop new, ground-breaking empirical research in order to set the agenda, influence decision-makers, and bring to the public attention non-documented and non-explored issues.
The aim of our advocacy work is to enhance Integrity Watch’s pioneering role in advocating for knowledgeable decision-making and informed public debate on corruption and integrity. Our advocacy work includes facilitation of policy dialogue on issues related to integrity, transparency, and accountability. We advocate for access to information; budget transparency, accountability, and participation; aid transparency and effectiveness; social accountability; and other issues related to anti-corruption.
The objective of the Community Trial Monitoring Program is to increase community participation in the formal courts and, as a result, to increase the accountability of actors within the formal court system to local community members.
The CBM-T Program will connect local communities, CDCs, legal service providers and civil society actors with the formal justice system in order to understand community concerns and support formal justice.
The program officer will assist program manager to manage the program and achieve all planned activities, in behalf of program manager manage the program.

Duties and Responsibilities
- Ensure in a professional sound, efficient and effective manner the execution of the tasks outlined in these ToR.
- Assist program manager to establish and manage strong relationships with local communities in under coverage provinces (including CDCs, communities, legal service providers, and civil societies).
- Manage the provincial focal points and Local Monitors who will meet extensively the community members in target districts in order to understand community concerns with formal justice institutions.
- Facilitate means to assist communities in establishing processes by which they elect community representatives to become court monitors.
- Assist program manager to manage processes, and toolkit creation for Focal points and outreach officer to deliver legal trainings to the local monitors relating to Afghan law and trial monitoring skills.
- Assist program manager to prepare work plans and budget forecasts.
- Write activity reports (monthly, quarterly, annually) and submit to head of unit.
- On behalf of program manager follow up the activities, regularly attend meetings and report to Program Manager;
- Visit courts, IWA provincial offices and Field justice sector partners regularly.
- Help head of unit to Identify human resource needs of the programs, eventually draft job descriptions and ensure the recruitment of high quality staff in a joint effort with the Head of Administration.
- Supervise the performance of provincial staff.
- Coordinate with the Head of Advocacy and Communications to design and conduct advocacy and communications activities in line with strategic objectives and policies.
- Make sure that the program is implemented according CBM-T procedure.
- Monitor data entry process, verify entered data and make sure that the database is working properly.
The program officer has the competence to take appropriate measures to implement a work plan for the tasks under his/her responsibility. She/he must be able to make sure that the program is implemented according approved work plan in all targeted provinces.
Knowledge, skills and abilities
- Have a strong communication skill.
- Able to establish professional relation with stakeholders.
- Open to accepting direction and guidance from supervisors; and
- Able to work independently and efficiently.
- Excellent interpersonal, organizational and communicational skills; personal commitment, efficiency, flexibility
- Ability to work effectively and harmoniously with colleagues from different cultures and professional backgrounds
- Excellent computers skills in MS Word, Excel and particularly Access & Excel Database.
- Basic knowledge of the anti-corruption, transparency and accountability issues
- Excellent oral and written communication in English, speak Dari and Pashto;
- Result-oriented and able to deliver within tight deadlines;
- Able to commit to one year at least;
- Willing to work overtime, holidays and weekends as requested by IWA management
- Must be graduated from Law faculty/ Sharia.
- Working knowledge of MS Office.
- Fluent in Dari, Pashto and English.
- At least five years’ experiences in monitoring and community development.
- Have worked with communities or judicial sector
- Have experience of field supervision
