SEHAT is jointly financed by the World Bank and ARTF. It is financing the implementation of the BPHS and EPHS through contracting out and contracting in arrangements both in rural and urban areas in provinces the project is also strengthening the national health system and MOPH’s capacity at central and provincial levels, so it can effectively perform its stewardship functions in the sector.

The government of the Islamic Republic of Afghanistan with the help of international assistance has made great progress in improving primary health care. From an epidemiological and cost effectiveness perspective, this is as it should be. The first priority of any national health system should be to make the greatest impact on reducing morbidity and mortality. There reaches a point however, where greater attention needs to be placed on the hospital sector. For serious illnesses and injuries, survival is only being possible through medical and surgical interventions in hospitals.

Job Summary

Scope of work: The Reproductive, Maternal, Newborn, Child and Adolescent Health Senior Advisor provide strategic professional leadership and technical policy inputs to the MoPH in order to strengthen the stewardship role of RMNCAH activities in the country.

Duties and Responsibilities

Objective: • To facilitate the process of development of long term and short term plans and reports in light of strategic plan for Reproductive, Maternal, Newborn, Child and Adolescent Health Directorate.
Responsibilities: • Facilitate and provide technical assistance to the RMNCAH Directorate in order to ensure smooth implementation of the revised strategy, guidelines, protocols at national level
• Ensure development of quarterly and annual plan, monthly, quarterly and annual reports closely coordinated with GD of Policy and Planning and follow up its implementation with relevant departments
• Ensure developing and oversee plans and systematic feedback by all departments for field monitoring missions for ensuring of RMNCAH services provision
• RMNCH Steering Committee, coordination meetings, technical working groups and RMNCAH Program Review regional Workshops facilitated
• Review the MoUs, progressive reports, proposals and other documents from partners and key stakeholders and provide technical inputs accordingly
• Ensure and maintain close coordination with all provinces in terms of collecting PRHO technical reports and systematic feedback by the central team
• RMNCAH services, relevant programs and activities effectively coordinated with MoPH key relevant department such us GCMU, Nutrition, CBHC, Mental Health, HIV/AIDS, NTP, Malaria and other departments, BPHS/EPHS Implementers as well as partners and donors at central and provincial level
• Ensure field monitoring (Once per quarter) from the provinces particularly joint monitoring with other key relevant departments and partners, including systematic feedback, follow up action plans and strengthen provincial base monitoring system
• Coordinate with other units to design, implement/document and share best practices and support/scale up of innovative RMNCAH related intervention
• Participate and facilitate all coordination meetings relevant to RMNCAH and ensuring effective information sharing and decision making inside and outside of MoPH
• Technical support and guide other programmes and departments in preparing and submitting quality institutional relevant reports
• Ensure coordination and utilization of in-service training activities from provinces to central level and vice-versa


• Excellent written and verbal communication skills in English language and fluent in a local language;
• Demonstrate computer skills (Ms. Office Package).


Qualifications and experience: • Medical Doctor, preference will be given to the candidates with post graduate degree
• At least six years’ work experience with government or Non-government organization, UN Agencies in health management
• Excellent written and verbal communication skills in English language and fluent in a local language;
• Demonstrate computer skills (Ms. Office Package).
Deliverables: • long term and short term plans in light of strategic plan for Reproductive, Maternal, Newborn, Child and Adolescent Health Directorate has been developed
• At least 4 provincial visit conducted per year
• RMNCAH Annual report prepared and published
