The objective of the Organization is to improve livelihoods for all sections of the rural community based upon economically viable activities – food production, off-farm employment and trade - social cohesion and sustainable use of natural resources.

FAO works with three counterpart ministries – the Ministry of Agriculture, Irrigation and Livestock, the Ministry of Energy and Water and the Ministry of Rural Rehabilitation and Development. The FAO Representation is based in Kabul with regional offices in Herat, Jalalabad, Kandahar, Mazar-i-Sharif and Faizabad and subregional offices in Bamyan, Farah, Ghazni and Kunduz.

Job Summary

In Brief: the main objective of the project is to “Strengthening Afghanistan Institutions’ capacity for monitoring and analysing agriculture production systems and development of National Agro-Ecological Zoning (NAEZ) and Land Resources Information Management System (LRIMS)”. The establishment of the NAEZ and LRIMS and the development and/or improvement of the agriculture monitoring system based on geospatial technology in Afghanistan could be the enabler to support the progress of the techniques, policy and investment conditions to achieve sustainable agricultural development for food security in the context of climate change.

Under the overall supervision of the Budget Holder/FAO Representative (FAOR) in Afghanistan and the direct supervision of the Project’s NFM (National Field Manager), and under close guidance of the Assistant FAOR (Administration), the National Administrative & Finance Assistant will carry out administrative, finance and logistic activities:

Duties and Responsibilities

 Act as focal point of administrative and financial matters of project in close collaboration with the project and be responsible for ensuring the smooth administration;
 Supervise all practical aspects of Project set-up and daily management of project activities, personnel, assets, inputs, and contacts;
 Prepare request for payments (fund release orders), ensure all the supporting documents are available and in accordance with FAO rules;
 Reconcile Petty Cash ensuring all disbursements and maintain a database for keeping track of all kinds of advances disbursed and follow up on their settlements in accordance to FAO rules and regulations;
 Assist in organizing workshops, training events and meetings and support other technical aspects of project implementation and office management, including official missions or study tours;
 Liaise closely with the FAO Representation in the country with regard to the procurement of supplies and equipment, assist in custom clearance procedures and maintain inventory records;
 Ensure smooth operation of the computers installed at the Program Office as well as the smooth functioning of the Program Office by providing required secretarial support to all;
 Assist in the preparation of work plans and quarterly progress reports as well as any other documents as required, including translations;
 Provide expert support to CTA / National Field Manager to draft financial documents, resolve financial issues with office staff or counterparts; verify propriety, accuracy, correctness and completeness of system input data, basic records and other documents; reconcile accounts; prepare payments, raise commitments, detect errors and initiate necessary adjustments;

 Assist the supervisor, technical officers in all matters relating to finance, budget and accounting management;
 Organize appropriate filing system, ensure the maintenance of financial records and monitoring systems to record and reconcile expenditure, balances, payments, financial statements and other data for day to day transactions and reports;
 Assist the CTA / National Field Manager in the annual closure procedures of the project for the Representations;
 Review the commitments and expenditure documents and prepare periodic as well as ad hoc financial
 reports in line with established rules, regulations and procedures and assist Supervisor on timely manner;
 Monitor validity of received Field Authorizations and ceiling of authorized amounts to ensure that expenditures remain within authorized levels; provide preliminary clearances for other Field Authorizations;
 Assist in HR related issues of project, follow-up on contract extension / preparation, UN ID card renewal, medical expenses claim follow-up and other subject related issues;
 Carry out any other duties as may be requested by the CTA.

Qualifications

Minimum Requirements
 University degree in Business Administration, Finance, Office Management, Supply Chain Management, Human Resources or closely related field;
 At least five (05) years of relevant work experience in applications of Administrative, Office Management, Program, Human Resources Management, Procurement & Logistics or closely related fields;
 Extent and relevance of experience in management of agriculture projects and programmes.
 Previous work experience with UN is an advantage;
 Strong interpersonal and communication, reporting and presentation skills;
 Excellent knowledge of English and local languages, both spoken and written.
