FAO's Sub-regional Office for Central Asia, SEC is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing sub-regional food, agriculture and rural development priorities. It develops and maintains relations with sub-region-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the sub-region with addressing sub-regional food security, agriculture and rural development issues at country level.
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
FAO works with three counterpart ministries – the Ministry of Agriculture, Irrigation and Livestock (MAIL), the Ministry of Energy and Water (MEW) and the Ministry of Rural Rehabilitation and Development (MRRD). The FAO Representation is based in Kabul with regional offices in Herat, Jalalabad, Kandahar, Mazar-e-Sharif, Kunduz and provincial offices in Badakhshan, Bamyan, Kapisa and Parwan.
Job Summary
The overall goal of the HFLS project is to contribute to household food security address malnutrition and deprivation. The immediate objectives are: (I) to promote and enhance sustainable and resilient livelihoods among the most food insecure and vulnerable households in 50 districts of 5 Provinces, and (ii) to enhance institutional capacities and market linkages.
Under the overall supervision of the Budget Holder/FAO Representative (FAOR) in Afghanistan and the direct supervision of the NPM (National Project Manager), and under the operational supervision of the Director of Agricultural Statistics in MAIL, the National Database Developer shall perform the following activities

Duties and Responsibilities
Develop a database interface for data collection using a notepad application;
Develop a web-based database system in MAIL Statistics Division;
In collaboration with other project staff and relevant MAIL staff, field test the mobile/notepad application and survey forms for data collection;
Test the data storage, server and web-tools as part of the database system in MAIL;
Ensure that the data is accessible through several statistical packages, including, SPSS, STATA and others;
Ensure that the web-based tools are capable of preparing statistical tables, graphs, maps and other information outputs;
Ensure that all data stored in the server are fully checked for accuracy and coverage;
Ensure that the GIS codes used in the survey data are in line with national codes;
Regularly maintain and update the information as it reached from the field and ensure that missing data are completed and shared at central level;
Make data available to the main stakeholders on a regular basis;
With support from other project staff, prepare regular agricultural statistics reports and information products;
Ensure that all equipment (notepads, computers, server, GPS and others) are regularly maintained and in perfect operational condition;
Liaise and coordinate information systems with other entities, in particular the Central Statistics Office (CSO), NRVA and others;
Prepare specific database interface for data collection, storage and analysis in support of specific sample survey data. The sample surveys may relate to specific projects and topics;
Perform any other tasks as requested by the NPO and the Director of Agricultural Statistics in MAIL;

Qualifications
Minimum Requirements
University degree in one relevant subject (e.g. information technology, information system management, computer science, or related fields) and, preferably, training certificate in one or more of the other subjects;
At least five (05) years of relevant work experience in applications of Information System Management, Database Development, GIS and Web-Designing or closely related fields;
Extent and relevance of experience in management of agriculture projects and programmes and working experience in relevant sector with MAIL (Ministry of Agriculture, Irrigation and Livestock) or entities closely working with the mentioned ministry.
Previous work experience with UN is an advantage;
Strong interpersonal and communication, reporting and presentation skills;
Excellent knowledge of English and local languages, both spoken and written;
