About SME Client Support Afghanistan LLC
SME Client Support Afghanistan LLC (“SCSA”) is a consulting and service company registered with the Afghanistan Investment Support Agency with its headquarter in Kabul. SCSA is fully owned by ACGF - Afghan Credit Guarantee Foundation (“ACGF”), a foundation with legal incorporation in Cologne, Germany. ACGF is a credit guarantee fund with the mission to improve access to finance for Afghanistan’s small and medium-sized enterprises (“SMEs”) by sharing the credit risk of the Afghan partner financial institutions (“PIs”) and by improving their SME lending capacity with technical assistance (“TA”). ACGF has been founded in 2014 by DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH and by the German Ministry of Economic Cooperation and Development.
Governed by a service contract concluded between ACGF and SCSA, SCSA provides a broad range of ancillary services in the context of ACGF’s credit guarantee and technical assistance operations.
SCSA is a consulting company, not a financial institution, and it does not provide any financial services. SCSA does not have contractual relationships with the Afghan PIs; it acts as service provider to ACGF carrying out a range of various services, e.g. conducting market research on SME finance, conducting training needs assessment, providing ongoing technical assistance to PIs (e.g. training-on-the-job and coaching of SME credit staff), providing support services for the credit guarantee appraisal and guarantee claim appraisal, carrying out monitoring support for the guarantee portfolio and the compliance of the PIs, collecting various types of information for ACGF (market-, portfolio-, risk-relevant information) etc.
The Risk Officer as part of SCSA´s Risk Department is responsible to carry out all types of delinquency audits and delinquency monitoring of SCSA´s PIs. He/she is also responsible to conduct daily delinquency follow up with Pls, to participate in Pl’s delinquency committee and to prepare claim appraisals and claim calculations for loans claimed by ACGF´s PIs as well as claim refund process as per the ACGF agreement with the Pls. The Risk Officer further contributes and provides data to the regular joint ACGF/SCSA Risk Committee.

Duties and Responsibilities
The scope of work of the Risk Officer covers the following areas of activities:
a. Conduct regular field visits for all type of SME delinquency audits for partner institutions.
b. Conduct field visits for all types of SME client monitoring for partner institutions.
c. Prepare claim appraisals and claim calculation for any loan claimed by ACGF´s PIs and claim refund process as per ACGF´s agreements with the Pls.
d. Daily delinquency follows up with ACGF PIs.
e. Participate in delinquency committee of Pls with coordination of Head of Risk.
f. Carry out other portfolio management activities assigned by Head of Risk.
g. Contribute to the prevention and identification of non-compliance, lack of discipline, fraud etc.
h. Be a voting member in SCSAs guarantee recommendation committees
i. Prepare statistical information and data in connection with his/her activities
a. Academic background in business management, banking, accounting, economics or a related field
b. Specific background in risk identification, assessment and mitigation
c. Credit experience of at least 2 years
d. Good knowledge of the Afghan financial sector
e. Business mindedness and good insight into issues of SME finance
f. Excellent command of English, Dari and Pashto Languages,
g. Excellent communication skills
h. Excellent analytical skills
i. Good reporting skills
j. Very good computer skills, especially Word, Excel and PPT
k. Flexibility and mobility
l. Ability to act on own initiative
m. Ability to work confidentially
n. Ability and willingness to spend more than 50% of the working time on field work outside of the office and to travel extensively throughout Afghanistan.
