About Ministry of Public Health

According to the National Health Strategy (2015-2020), the Ministry of Public Health (MoPH) keeps its stewardship role of the health system in Afghanistan. In order to fulfill the responsibility, the MoPH has an obligation to monitor and evaluate its programs and their impact to make evidence based decisions. As described in the Health and Nutrition Sector Strategy (HNSS), the MoPH is committed to evidence-based decision making and participatory program planning and implementation. Evaluation and Health Information System (EHIS) General Directorate has the stewardship role of data generation and providing data for policy decisions. Under EHIS, one key department is Health Management Information System (HMIS) which provides input and output data. For improving the quality of data, the third party has allocated 20 percent of NGOs budget to HMIS and Functionality Verification which is done on semi-annual basis. A key technical person within HMIS is needed to provide and contribute the third party to conduct its baseline and end-line of HMIS functionality and verification assessment. Furthermore, the technical person will provide the same information and collected and finalized national level data to third party which is collected during their assessments from health facilities. Additionally, the assigned technical person will coordinate with GCMU for improving data quality.

Job Summary

Scope of work: The incumbent will work under the direction of head of HMIS department. The Sr. Advisor will provide technical support to the MoPH on HMIS performance and HMIS data analysis.
Objective: To provide technical support for the MoPH for setting baseline of provincial BPHS & EPHS projects’ performance indicators with collaboration of GCMU.
To collaborate with third party for performance of HMIS verification

Duties and Responsibilities

Responsibilities: • Provide technical support in order to analyze and measure NGOs performance and communicate with relevant departments including GCMU
• Provide SEHAT reported indicators for the third party verification purpose.
• Contribute third party to conduct baseline and end-line of HMIS functionality and verification assessments;
• Analyze the HMIS data from SEHAT provinces in quarterly basis and provide necessary feedback to different levels (BPHS/EPHS implementers, Province) in line with EHIS report.
• Contribute GCMU to set baseline and target for performance indicators;
• Attend WB-GCMU and SEHAT meetings and report update on HMIS.
• Review, analyze, and interpret HMIS data received from the provinces through PPHO and Implementing NGOs by Quarterly and annually basis.
• Provide assistance to the Director General of Evaluation and Health Information System (EHIS) in terms of EHIS quarterly and annual reports in terms of HMIS data.
• Conduct HMIS refresher trainings based on the training need assessments
• Provide technical assistance to HMIS Department for revision of routine data collection tools (HMIS) that enable MoPH to analyze performance of SEHAT project.
• Contribute in provision of technical assistance and capacity building to provincial and NGOs HMIS officers to enhance the quality of data collection , processing and analyzing of routine data collection tools;
• Regular travel to provinces to ensure the regular supervision and monitoring of HMIS data in provinces;
• Carry out other activities based of DG EHIS request and ensure proper HMIS monitoring functions;
• Any other tasks assigned by the head of HMIS for improving the health information system

Skills

• Being Familiar with MoPH M&E Tools is an advantage
• Excellent written and verbal communication skills in English language and fluent in a local language;
• Demonstrate computer skills (Ms. Office Package).
Deliverables: • Revised baseline for the SEHAT BPHS & EPHS projects’ performance indicators with collaboration of GCMU under leadership of EHIS developed
• Semi-annual HMIS data timely provided for third party firm
• HMIS data verification analysed and result shared with stakeholder.
• At least 6 annual field monitoring mission conducted

Qualifications

Qualifications and experience: • Having Bachelor degree in medicine or public health
• Five years of public health experience with minimum three years of experience in HMIS at the government, or UN agencies or Non-governmental organizations or donor agencies
• Being Familiar with MoPH M&E Tools is an advantage
• Excellent written and verbal communication skills in English language and fluent in a local language;
• Demonstrate computer skills (Ms. Office Package).
