Job Summary

Background and rationale:
A relevant, high quality curriculum is essential to ensure education systems equip learners with the knowledge, skills, values and attitudes to empower themselves, and participate meaningfully in their communal, national and economic contexts. Whilst acknowledging the enormous progress made since 2002 in expanding access to education to all groups within society, the Government of the Islamic Republic of Afghanistan (GoIRA) now considers the improvement of quality in its education system to be a key priority in the next 5 years. Underpinned by broader concerns about learner achievement, the Government also seeks to improve the preparedness of youth for employment and better ensure its education systems foster the inclusiveness needed for peace and national reintegration, in part by revisions and improvements to the education system.
The third National Education Strategic Plan (NESP III) positions improved quality alongside continued expansion of access to education and sector-wide management reform as its guiding priorities through to 2021. A critical component of quality improvement is comprehensive, evidence-based curriculum reform.
A request was made to UNESCO in June 2015 by the Ministry of Education (MoE) to prepare the foundations for sector-wide curriculum reform. Through its Capacity Development for Education 2030 (CapED) program and in partnership with the MoE, UNESCO has developed a comprehensive Curriculum Reform Plan. In the first stage of the implementation of this plan, the revision of the curriculum framework is currently in progress. Following the completion of the curriculum framework, and with the support of UNICEF Afghanistan, the revision of each subject area scope and sequence and the subject grade syllabi for Grades 1, 4, and 7 will commence.
Based on the subject grade syllabi, textbooks, teachers’ guides and additional teaching and learning materials are anticipated be developed for Grades 1, 4 and 7 from 2018. The revision process for Grades 2, 5 and 8 and Grades 3, 6 and 9 is anticipated to commence in 2018 and 2019, respectively.
Objective of this TOR:
This current assignment is seeking a qualified individual to support the MoE in two distinct areas: i) to support the co-ordination of processes of curriculum reform and ii) provide technical guidance at the highest level to ensure revised curriculum materials and process are gender-sensitive and responsive. The Gender and Curriculum Advisor will also take a leading role, alongside the Senior Advisor, in supporting the development of capacities for curriculum development inside the MoE.
It is possible that this activity may be extended into 2017, depending on the availability of funding.

Duties and Responsibilities

The Advisor will perform the following duties
1. Support the MoE and the Senior Advisor Curriculum to coordinate curriculum-related activities inside the Curriculum Working Group and any associated Technical Working Groups which are formed under the Curriculum Working Group;
2. Prepare the agenda, minutes, and a knowledge bank of resources for the Curriculum Working Group;
3. Provide technical inputs to support MoE to ensure the gender sensitivity of curriculum documents produced by MoE, including the curriculum framework and syllabus;
4. Provide technical support to help MoE to ensure gender balance and gender sensitivity are mainstreamed through all curriculum consultation processes and activities;
5. Provide technical leadership and guidance at the highest level to the subject-specific Technical Working Groups convened to facilitate syllabus development, to ensure materials are gender sensitive and responsive;
6. Increase awareness amongst Ministry of Education staff and curriculum stakeholders of best practices in gender mainstreaming and curriculum development;
7. Contribute to the design and implementation of capacity building initiatives for MoE staff in the field of curriculum reform.
8. Work closely with UNESCO and MoE’s key partners for curriculum reform throughout the assignment.

1. A monthly progress report detailing activities undertaken, progress made, follow up actions and any challenges/mitigation measures. The progress report is be approved by MoE and UNESCO.
Supervisory arrangements:
The incumbent will be under the direct supervision of the Deputy Minister for General Education at the Ministry of Education. Close functional coordination is required with the Chief of Education, UNESCO, and Education Officer, Capacity Development for Education 2030 program, UNESCO.

The Advisor will also work in close coordination with UNESCO staff and international/national specialists engaged by UNESCO to support curriculum reform in Afghanistan.

- Excellent understanding of curriculum systems, syllabus and instructional materials development, across the full age range of basic education (in Afghanistan’s case, this is students aged 6-15, or Grades 1-9)
- Advanced cross-cultural communication skills
- High-level drafting and communication capacity in English
- Fluency, in both speaking and writing, with the national languages of Afghanistan (Dari and Pashto).


- Master’s degree or above, preferably with a focus on education/curriculum development (applicants with bachelor degrees may be considered with at least 7 years’ work experience)
- At least five (three with doctoral qualifications) years of relevant work experience in education, with a significant component of this experience preferred to be acquired in curriculum-related fields.
- Experience in curriculum/education at a senior level.
- Excellent understanding of curriculum systems, syllabus and instructional materials development, across the full age range of basic education (in Afghanistan’s case, this is students aged 6-15, or Grades 1-9)
- Advanced cross-cultural communication skills
- High-level drafting and communication capacity in English
- Fluency, in both speaking and writing, with the national languages of Afghanistan (Dari and Pashto).
