About UMASS - USWDP

The Afghanistan University Support and Workforce Development Program (USWDP) is designed to help Afghanistan’s higher education professionals effectively manage the growth of tertiary education while improving academic quality. Building on the successes of the Afghanistan Higher Education Project and other initiatives, the USWDP project will improve the management capacity of the Ministry of Higher Education (MoHE) and up to 10 public universities to ensure quality education and employment for a larger number of Afghan men and women. It will also assist in developing learning environments that foster well qualified and professional faculty members, highly capable and motivated students, diverse and market-oriented academic programs, sustainable public-private collaboration, international university partnerships, and other innovations that move Afghanistan toward the higher education system it deserves.

The Graduate Education of USWDP in close collaboration with Shaheed Rabani Education University aims at establishing Master in Education Leadership and Management (MELM), providing technical support to MTESOL, providing technical support to Masters of Education (M.ED.) which are/will be of high quality and is/will be institutionalized within Faculty of Language and Literature and Faculty of Professional Education systems and structures respectively ensuring sustainability of the programs; also USWDP will support SREU in establishing Graduate Education College (GEC). The Graduate Education of USWDP will work hand-in-hand with SREU and GEC in providing policy and technical support in the design of MELM, supervision and implementation of quality MELM, MTESOL and M.ED. programs.

Job Summary

This job requires the incumbent to work in efficient and effective manner in supporting and coordinating all program matters needed for planning, design and implementation of MELM, MTESOL and M.ED. at Faculty of Professional Education and Faculty of Language and Literature of Shaheed Rabani Education University. The incumbent is required to work in close consultation with the Deans of relevant Faculties, Senior Manager for Graduate Education of USWDP, GEC Director, and with the members of M.ED. MTESOL and MELM Masters Board Committees and members of Graduate Education Steering Committee of SREU. The incumbent is expected to work with full commitment, personal integrity and professionalism

Duties and Responsibilities

• Support the GEC Director & relevant Program Coordinators in implementing programs activities;
• Provide effective support to USWDP Senior Manager for Graduate Education with program activities;
• Coordinate and perform specialized data processing tasks for the GEC, as defined by program needs and contractual requirements;
• Prepare documents reviewed by Steering Committee during GEC meetings;
• Coordinate & facilitates all financial needs of GEC with USWDP and GEC;
• Support sending and delivering official letters, notes, memos, and other materials as needed;
• Keep records of internal finances and initiate procurement paperwork;
• Support preparation of Faculty training materials;
• Liaise with GEC stakeholders (MoHE, MBCs, SREU, Etc.);
• Support the organization of program events such as trainings, seminars, conferences;
• Database creation and updating database for the records of GEC students. Prepare invoices for Steering Committee and GEC/SREU staff monthly;
• Take minutes of GEC meetings;
• Coordinating computers, electronics and generator maintenance reports with SREU Service and Maintenance team/USWDP and local contractors;
• Follow up of letters in the ministry levels especially MoHE regarding GEC;
• Organize all records of the programs and keep files update;
• Support the admission Committee with computation of grades and keeping files completed;
• Monitor supplies and needs for classes and GEC;
• Typing and copying GEC Letters, notes, and other materials in Dari as needed;
• Send and deliver Letters of the GEC to Shaheed Rabani Education University and other required places;
• Any other tasks assigned by Senior Manager of Graduate Education.

• Strong interpersonal and client relations skills.
• Excellent verbal, written, presentation and editing skills in English, Dari and Pashtu.

• Ability to work effectively, both, independently and in a team unit, and supervise the entire unit

Qualifications

• Bachelor Degree in English language, Education, Business Administration and/ or relevant field;
• Four years’ relevant experience in higher education;
• Excellent knowledge of English and Computer skills;
• Good interpersonal skills;
• Ability to work in a team and think strategically and critically about the role of information in achieving project objectives.
• Ability to resolve problems and manage a variety of activities with multiple deadlines.
• Strong interpersonal and client relations skills.
• Excellent verbal, written, presentation and editing skills in English, Dari and Pashtu.
