Duties and Responsibilities

Maintain, operate, and manage U.S. Department of State provided fully armored and non-armored vehicles; special electronic and communications equipment and other resources worth over $120,000.
This position is a Locally Employed (LE) Staff FSNI Security Investigator.
Serves as the LE Security Investigator as well as the advisor to the Deputy Regional Security Officer (RSO) and the Overseas Building Operation’s (OBO) Site Security Manager (SSM) in connection with liaison with various local police and security authorities. The incumbent conducts all manner of simple, complex, and sensitive investigations including, but not limited to, background suitability of the OBO’s general contractor’s LN and TCN employees, theft of property, protective intelligence/counter-terrorism, incidents involving embassy employees, incidents involving misuse of property, weapons, vehicles etc.

Incumbent is able to independently review and assess a case, determine necessary investigative steps and procedures, conduct interviews, collect info or evidence as required, and present the results in a concise written report.
Establishes and maintains professional contacts at the highest levels of the Government of Afghanistan Civilian, Police and Military Officials as part of a broad range of Embassy programs, to include security, protective security, and counter-terrorism programs.

Skills

SKILLS AND ABILITIES: Strong interpersonal skills are desirable. Ability to qualify with and use firearms is required. Good computer skills in the following programs: Microsoft Word, Access, Excel and PowerPoint. Sound judgment to analyze and interpret the significance of information and events.

Qualifications

Applicants must address required qualifications criteria listed below with specific information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

VA 17-079 – Full Performance Level:
1. EDUCATION: Completion of High School education is required.
2. EXPERIENCE: Three (3) years of experience in any combination of the following: security, law enforcement and investigation operations, with progressively more responsible experience.

-OR-

Substitution Option:
1. EDUCATION: Completion of Secondary School is required.
2. EXPERIENCE: Six (6) years of experience in any combination of the following: security, law enforcement and investigation operations, with progressively more responsible experience.

VA 17-079T – Trainee Level:
1. EDUCATION: Completion of High School education is required.
2. EXPERIENCE: Two (2) years of experience in any combination of the following: security, law enforcement and investigation operations, with progressively more responsible experience.

3. LANGUAGE: Dari level 4 or Pashto level and English level 3 is required
4. SKILLS AND ABILITIES: Strong interpersonal skills are desirable. Ability to qualify with and use firearms is required. Good computer skills in the following programs: Microsoft Word, Access, Excel and PowerPoint. Sound judgment to analyze and interpret the significance of information and events.
5. JOB KNOWLEDGE: Knowledge and experience in the conduct of investigations, protection of information/evidence, and protective security advances is desirable but not required. Knowledge of Afghan Law Enforcement Organization and Afghan geography and current events. Driving License is required.
