About ( Ministry of Agriculture) AAIP Project

Building on the Agriculture Master Plan, the Government of the Islamic Republic of Afghanistan (GoA), in collaboration with its development partners, has defined a number of appropriate priorities for agricultural investments and policies under the National Agricultural Development Framework (NADF). In order to increase farmers' incomes and improve the food security situation, the GoA is giving foremost attention to strengthening of the agricultural production base. In this respect the government has asked the World Bank for assistance in strengthening agricultural input supply systems. Specifically, the GoA has requested the World Bank for assistance in the implementation of the Afghanistan Agriculture Inputs Project (AAIP) that will consist of the following four components: (i) Improve seed production and certification; (ii) Establish infrastructure and policies regarding quality control and safe use of fertilizers and agrochemicals; (iii) Improve input delivery systems; and (iv) Establish efficient project management, implementation and coordination mechanisms.
The development objective of AAIP project is strengthened institutional capacity for safety and reliability of agricultural inputs and sustainable production of certified wheat seed. The implementation phase of the project is expected to start around mid 2013.
Under its Seed Component, the project assists the Agricultural Research Institute of Afghanistan (ARIA) with their mandates of variety selection, maintenance breeding and production of Breeder’s Seed, the Improved Seed Enterprise (ISE) with their mandate to produce Foundation and Registered Seed, and the Afghan National Seed Organization (ANSOR) and its member Private Seed Enterprises (PSEs) with their mandate to produce and market Certified Seed. (NB Seed Certification is supported by another project, funded by the EU) Moreover the project will support the Ministry of Agriculture, Irrigation and Livestock (MAIL) with the overall coordination of the seed sector.
Support provided by the project consists of hardware (equipment, constructions, etc.) and software (capacity building, organization, legislation, technical support, etc.). In order to coordinate the activities and provide the support mentioned, the project‘s Management Unit (PMU), apart from administrative and other technical units, contains a seed team consisting of a National Seed Program Coordinator and two National Seed Officers. It also provides short and long term national and international consultants and staff to the implementing partner organizations.

Job Summary

Within this context, the project requires the services of four Regional Plant breeders, who will act as technical advisors to the staff at the ARIA station where they will be posted and assist them in ensuring a smooth implementation of all plant breeding and seed production related activities. They will also be responsible to take part and act as a trainer in any capacity building activity organized by the project at the specific or other stations.

Duties and Responsibilities

 Under the overall supervision of the Project Director, and in close collaboration with the International & National Agricultural Research Advisor/Plant Breeder, International and National Experimental Design Specialist/Statistician of AAIP, agricultural research staff of ARIA, CIMMYT and other ARIA research partners at the respective duty station:

 Provide technical and scientific guidance in day-to-day management of the national variety trials and ensure adequate performance of:
 Conduction of the variety maintenance program;
 Selection of appropriate sites for optimum production of breeder seed;
 Availability of all inputs in the right quantity, of the right quality and at the right times for efficient seed production;
 The best agronomic practices in the field and post-harvest handling operations, including processing and packaging are used for breeder seed;
 Conducting internal quality assurance measures as appropriate;
 Close working practices with the seed certification service to ensure timely and appropriate field inspection, collection of seed samples, seed testing and availability of test results;
 Proper management of seed storage to avoid quality deterioration and ensure effective breeder seed delivery to ARIA Stations when necessary;
 He/she will also manage training of field level staff in essential technical aspects of breeder seed production, report to the Seed program Coordinator of AAIP, through the National Research Specialist and perform any other related tasks as required by the Project Director of AAIP.

Skills

• Mature judgment combined with a proactive, resourceful and energetic approach to problem solving.
• Excellent communication and report writing skills
Capacity to work under pressure and to meet strict deadlines.
Proficient in English, Dari and Pashto, in speaking, reading and writing.

Qualifications

• University degree in Agriculture, preferably, in plant breeding, Agronomy or related field;
• At least 2 years experience with MSc, and 4 years experience with BSc, in crop improvement, plant breeding or related activities,
• Having at least one year working experience in quality seed production, maintenance, purification, storage, distribution and seed multiplication
• Experience with the World Bank or other donor funded projects would be an asset
