The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.
The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care.
MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary

SCOPE OF SERVICES:
The incumbent will report to head of procurement and expected to provide procurement technical assistance to procurement department staff. He/she will be responsible for Procurement procedures, advising and implementation adhered to IRoA Public Procurement Law with the main focus to strengthen the procurement of Goods (including pharmaceuticals) in the MOPH.

Duties and Responsibilities

• Provide support to the MOPH procurement directorate.
• Develop standard operating procedures for the procurement of Goods and pharmaceuticals;
• Establish procurement tracking system for procurement of Goods;
• Establish e-procurement to enhance the transparency;
• Address bottlenecks so that the procurement of Goods is carried out on timely basis while maintaining transparency, competitiveness of the process.
• Be the source of advice to the Procurement Director on matters of procurement
policies and plan
• Initiate, conduct, and conclude negotiations for the purchase of MoPH program
goods.
• Commit MoPH for the purchase of goods and services subject to MoPH Policies.
• Recommend changes in quality, quantity, or type of material requisitioned and suggest suitable alternatives if it is in the best interests of MoPH.
• Develop and support standard specifications and processes for purchase and contracting of goods, to provide improved service, quality pricing, and reduce time and administrative costs.
• Maintain adequate documentation of purchase transactions and procurement contracts for archival and audit purposes.
• Ensure that purchase orders and contracts are subject to appropriate reviews and approvals, and contain all necessary information, terms and conditions, and signatures to adequately protect MOPH and comply with applicable MOPH and donor policies and regulations.
• Provide reports to effectively monitor and manage purchasing performance.
• Ensure capacity building of MoPH Procurement Department through on the job training or conducting workshop or presentation.
• Ensure Procurement staffs are trained and the procurement guidelines are systematically used and implemented.
• Prepare models and advice on structure(s) and methodology for efficient procurement of goods at both local and international levels;

Skills

Have excellent commend of English (Written, spoken and Understanding).
• Have a good computer knowledge MS word, Excel, Power point and preferably Access
• Good communication skills to work and deal with MOPH, NGOs, UN and other related people.
• To be able to travel to all parts of Afghanistan

Qualifications

The candidates must meet the following specifications
• University degree
• Having at least five years of work experience in procurement with NGOs, UN agencies, Government, World Bank or donor funded projects.
• Experience of international competitive bidding using World Bank procurement guidelines will be an added value.
• Have excellent commend of English (Written, spoken and Understanding).
• Have a good computer knowledge MS word, Excel, Power point and preferably Access
• Good communication skills to work and deal with MOPH, NGOs, UN and other related people.
• To be able to travel to all parts of Afghanistan
• To be an Afghan National.
