About National Procurement Authority
The National Procurement Authority has been created consequent to the vision of H.E. the President of Islamic Republic of Afghanistan for institutional reform in a bid to curb corruption and strengthen public confidence in the ability of the government to deliver services in an efficient, effective and transparent manner that will foster economic growth and equal opportunities.
As part of the ongoing system reforms by the present Afghanistan Government, National Procurement Authority (NPA) has been established to act as the apex procurement organization to formulate policies related to public procurement and to regulate the public procurement function in the entire nation. The NPA will oversee and facilitate all national procurement (goods, works and services) above a certain threshold and which are vital to economic development of Afghanistan. In addition, it will look after the policies and procedures to strengthen the procurement system and start e-procurement in Afghanistan, to bring about a completely transparent public procurement system. Other objectives of NPA are to enhance budget execution, ensuring efficiency in public procurement system, recruitment of professional and honest procurement civil servants at different levels and various capacities.
The Contracts’ Implementation Monitoring Directorate-CIMD is one of the five directorates of NPA that leads the path towards “Government in the Sunshine” by being a professional, reliable and efficient contracts’ downstream monitoring body in Afghanistan and works for the monitoring of contracts’ implementation as well as the establishment and institutionalization of a comprehensive Electronic-Government Procurement system within the country to ensure efficiency, effectiveness, transparency and value for money.
Under the overall supervision of Contracts Implementation Monitoring Director and direct supervision of the Manager for Monitoring Implementation of Service Contracts, the incumbent will be responsible to ensure the collection, refining, organization, analysis summarization and reporting contracts delivery processes for Consultancy Services, procured by government entities.

Duties and Responsibilities
Manage data collection, organization, summarization and drafting monitoring reports of assigned Consultancy Services contracts.
Thorough review and analysis of consultancy services contracts to identify monitoring indicators, concerned with time, cost, scope and other aspects of works.
Analysis of periodic contracts progress information reported by Procuring Entities
Drafting periodic and ad-hoc monitoring reports required by various levels of governmental authorities.
Regular monitoring of the implementation of awarded Consultancy Services contracts and ensure contract compliance.
Managing stakeholders’ involvement and coordination meetings, workshops and training sessions.
Identification of technical problem and challenges with respect to the implementation of Consultancy Services contracts and their proposed solutions.
Monitoring and reporting the activities of Procuring activities through structured PEs’ Visits as assigned.
Monitoring and reporting on-site activities through structured site-visits s required.
Create and follow formal letters (correspondence, memos, etc.) concerned with monitoring the implementation of Consultancy Services contracts in some way.
Prepare, track and report monthly and weekly plans to ensure effective implementation of departmental plan; aligned with CIMD and NPA’s strategy.
Any other related tasks assigned by the direct supervisor.
Good conceptual skills (including for decision making and other analysis) are highly required. High level of IT literacy, including the ability to utilize word processors, spreadsheets applications, presentations tools, information system and internet browsing are highly required. Knowledge of Procurement Law of Afghanistan and familiarity with donor procurement guidelines Technical knowledge of contracts administration, including the use of FIDIC and other standard contracting guidelines and systems. Sufficiently innovative to enhance contracts implementation monitoring system Must have the ability to work with individuals and teams towards completing urgent, sensitive and high priority assignments of the government. Ability to deliver high quality work on the tight timelines. Must have the willingness and enthusiasm for working in an environment with many different stakeholders, with varying interests. in challenging environment. Knowledge of government, GIRoA rules and regulations would be an advantage.
Bachelor’s Degree in Business Administration, Economics, Social Sciences and/or any other related fields. Having working knowledge of procurement and contracts management is required.
II. Work Experience:
Must have at least 5 years of Experience in Procurement, Contract Management and Contracts Monitoring of Service Contracts with government, NGOs or international donors funded projects.
III. Language Requirement:
Must have strong communication skills in one of the national languages (Dari or Pashto) and English. Must have strong writing and reading skills in one of the national languages (Dari or Pashto) and English.
