Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Public works.

Job Summary

The Road Maintenance Senior Engineer is responsible to provide and prepare the policy agenda strategies to maintain the roads across the country and also review and monitor the structural charts to run the projects smoothly by relevant maintenance units.

Duties and Responsibilities

1. Preparation of work plans (daily plan, weekly plan, monthly plan and quarterly) of Road Maintenance work.
2. Assists the Road Maintenance Deputy Minister on the formulation of the annual policy agenda including improvements to ensure efficiencies in policy making and planning.
3. Coordinate and participate in the policy making consultative processes to ensure better quality of road maintenance across the country.
4. Assists on improvements which may be necessary to ensure efficiency in policy making and implementation of road maintenance projects.
5. Provide advices on a wide range of ministerial issues.
6. Prepare and where necessary, provide a quality control review function.
7. Prepare the structural charts and review the existed structural charts for having a better and smooth administrative process within the Road Maintenance Deputy Ministry.
8. Involving review and provision of guidance with respect to relevance and accuracy of content of policy documents for presentation to meetings and for engagements locally and internally.
9. Involving review the process of Directorates related to Road Maintenance Deputy Ministry.
10. Establish an organizational wide monitoring and evaluation framework for the Road Maintenance Projects.
11. Prepare and provide quality control review functions for policy documents to include engagement with internal and international agencies. Follow up and report on the implementation of policy decisions made and advise the Deputy Minister with a view to elimination of bottlenecks in implementation.
12. Preparing the action plans for vulnerable areas under the work scope of Road Maintenance Deputy Ministry.
13. Preparing the Road Maintenance Strategies.
14. Monitoring and evaluation of the weighbridges process.
15. Understanding the past, present and future activities of Ministry of Public Works.
16. Providing the reports of analysis to the Road Maintenance Deputy Minister.
17. Any other assignment as required by the supervisor

Skills

• Excellent Computer skills in operating MS Windows and MS Office programs.
• Proficiency in MS Excel, Word, PowerPoint and MS project.
• Engineering software (AutoCAD, Civil3D, other Bridge and road design related software)
• Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)
• Excellent interpersonal Skills
• Self-discipline, integrity and ability to work under pressure to meet tight deadlines.
• Must have some technical knowledge for understanding of the projects.
• Working as a senior level within government or relevant institutions;
• Strong leadership and administration skills.
• Ability to engage with senior government officials.
• Ability to manage a diverse team and partner relationships

Job Requirements:

• Having at least a master’s degree in Civil Engineering with 10 years relevant work experience or having bachelor’s degree in Civil Engineering with 20 years relevant work experience;
• Relevant practical experience in the development and implementation of institutional frameworks and systems;
• Verified copy of University degrees
• Copy of Afghan ID (Tazkera)
• Copy of last posting contract

• Having at least a master’s degree in Civil Engineering with 10 years relevant work experience or having bachelor’s degree in Civil Engineering with 20 years relevant work experience;
