About UNDP Afghanistan

UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Job Summary

UNDP Afghanistan Mission statement:

Based on experiences and lessons learnt built from the GEP-II, the new phase of the gender project was developed as Enhancing Gender Equality and Mainstreaming in Afghanistan (EGEMA) with four pillars: 1) Institutional Strengthening of MOWA 2) Creating a pool of National Expertise 3)Women’s livelihoods strengthening and 4) Gender Transformative approaches. The project will be implemented under the Direct Implementation modality of UNDP. The goal of capacity building will be achieved through a strategy based on the principles of 1) strengthening the Capacity of National and Sub-national Partners to deliver the goal and objectives of EGEMA; 2) promote and contribute to the coordination of gender-related activities and program coherence within the UN system; 3) enhancing the capacity of government institutions; 4) facilitate partnerships and synergies.

Duties and Responsibilities

The Gender Specialist will report to the Project Manager and will provide technical support to project manager in planning and implementing pillar activities focusing on the following key results:
• Under the leadership of the project manager, coordinate, plan and implement activities of Socio behavioral change through religious leaders;
• Coordinate and manage project support to Kabul University Gender Studies Institute;
• Provide technical support to ministry of women affairs and ministry of Haj and religious affair advancing social behavioral changes toward gender equality and women empowerment.

Under the leadership of the project manager, coordinate, plan and implement activities of Socio behavioral change through religious leaders focusing on the following results:
• Implementation of UNDP strategies to promote gender equality and women’s empowerment through behavioral and socio-cultural transformations strengthening initiatives at national and subnational levels;
• Ensuring appropriate design, delivery and monitoring and evaluation of the pillar’s activities at the national and sub-national levels;
• Provide advice on potential areas for EGEMA and the adjustment of ongoing activities to ensure that EGEMA remains in harmony with national policies and priorities;
• Help develop training tools and strategic plans that facilitate achievement of pillar objectives;
• Assist the project manager to prepare detailed work plan, schedule and budget for the gender transformation through behavioral and socio-cultural change component of the project;
• Assist in preparing Terms of references for consultants to be engaged to assist in project’s pillar activities;
• Support the implementation of activities on improving M&E of the pillar;
• Provide inputs to the proposals, concept notes, reports prepared by project’s consultants and project technical staff and ensure quality and timeliness of reports.

Coordinate and manage project support to Kabul University Gender Studies Institute:
• Work with the Kabul University Gender Studies Institute, providing technical support to achieve a number of set activities geared at strengthening the Institute;
• Building strategic partnerships and networking to assist the Ministry of Women Affairs to effectively partner with the Gender Studies Institute and the Ministry of Hajj and Religious Affairs;
• Provide technical support to kabul university towards establishing partnerships with internal and external universities resulting to enrichment of curriculum and teaching material, exchange of professors and students.

Provide technical support to ministry of women affairs and ministry of Haj and religious affair advancing social behavioral changes toward gender equality and women empowerment:
• Provide technical support for strengthening the capacity of the Public Relations and Provincial Directorates of the Ministry of Women Affairs;
• Contribute to knowledge networks and communities of practice through identification of best practices and lessons learned;
• Encourage and support volunteerism in awareness campaigns on women rights and gender equality;
• Carry out other duties assigned by the supervisor.

Qualifications

Education:
• Master’s or bachelor degree in Gender Studies, Law and political sciences, Social Science, or other relevant filed.

Experience:
• With master degree 3 years’ and with bachelor degree 5 years of relevant working experience in socio-cultural transformation for gender equality;
• Experience in working with religious leaders and civil society for the advancement of women rights;
• Experience in gender mainstreaming in policies and plans;
• Strong knowledge in use of Excel and SPSS for data analysis;
• Efficient writing skills as the position will frequently require report writing;
• Ability to work independently, manage multiple tasks and work in diverse work environment with different people.

Language Requirements:
• Fluent in English, Dari and/or Pashto.
