About Ministry of Public Health

Background: The MoPH-SM was established in 2004 to manage the MoPH- BPHS direct delivery in Afghan provinces, which was scheduled for Parwan, Panjshir and Kapis. The project was expended to three districts of Kabul in 2006, and in a later stage the MoPH decided to run health sub centers of Kabul and Paktika through SM. Recently, the MoPH and the WB have agreed to strengthen the Hospital services in AIDA funded provinces and the MoPH-SM has submitted a proposal to strength the hospital care in three MoPH-SM provinces and the proposal was approved the MoPH and the WB has committed to fund the proposal. Therefore, this position was created under this proposal to manage the financial issue of the project.

Objective of the Position:

To manage, document, and report MoPH-SM financial accounting issues and update the project coordinator about the project expenditure regularly.

Duties and Responsibilities

Responsibilities:
1. Carry out the project all financial accounting in a daily bases
2. Supervise the provincial accounting system of the project and provide on the job training for provincial finance staffs.
3. Process the forms M16s; B27s, PCS, M12s M10s and other required forms and their supporting documents for the project eligible expenditures based on the approved budget and MoF requirements.
4. Ensure the funds transfer to Provinces
5. Oversee project expenditures and prepare monthly expenditure reports
6. Maintain updated journal and cash book.
7. Code the payment vouchers properly according to MoF chart of accounts.
8. Prepare staff monthly salaries, per diem, travel cost, allowances, and other staff claims with a close cooperation with provincial finance consultants and Sr. finance specialist.
9. Prepare salary sheets for the project staffs, CHNE trainers and provincial CBHC staffs.
10. Maintain a proper filing system for the Project
11. Work closely with the project Finance Specialist for the FM of the project.
12. Receive, Manage and report cash withdrawal for all SM project as cashier duty.
11. Do other tasks and duties assigned by the Senior Finance specialist SM and report to Sr. finance specialist.

Skills

4. Having experience in afghan government finance system is preferable.
5. Excellent communication in English, Pashto and Dari languages.
6. Understanding and can work with Ms Office programs (Ms Word, Excel, Access, power point)
7. Accounting software knowledge especially of QUICK BOOK is preferable.

Qualifications

Qualifications & Requirement:
1. Afghan Nationality
2. Bachelor degree in economics or BBA , CAT , in finance or accounting verified by MoHE
3. At least four year working experience in accounting or finance with afghan government and or national and international NGO.
4. Having experience in afghan government finance system is preferable.
5. Excellent communication in English, Pashto and Dari languages.
6. Understanding and can work with Ms Office programs (Ms Word, Excel, Access, power point)
7. Accounting software knowledge especially of QUICK BOOK is preferable.
