Background:








SEHAT is jointly financed by the World Bank and ARTF. It is financing the implementation of the BPHS and EPHS through contracting out and contracting in arrangements both in rural and urban areas in provinces the project is also strengthening the national health system and MOPH’s capacity at central and provincial levels, so it can effectively perform its stewardship functions in the sector.
The government of the Islamic Republic of Afghanistan with the help of international assistance has made great progress in improving primary health care. From an epidemiological and cost effectiveness perspective, this is as it should be. The first priority of any national health system should be to make the greatest impact on reducing morbidity and mortality. There reaches a point however, where greater attention needs to be placed on the hospital sector. For serious illnesses and injuries, survival is only being possible through medical and surgical interventions in hospitals.

Job Summary

Scope of work: The Family Planning and Reproductive Commodity SecuritySenior Advisorwill be responsible for effective coordination and technical assistance to the RMNCAH Directorate for implementation of RMNCH quality improvement relevant standards as well as will provide support to the planning, implementation, coordination and monitoring of FP/RHCS Programme. He or she will also be responsible for business development activities including review of partners’ proposals, drafting proposals for RMNCAH and review of any new initiatives, concepts or ideas proposing by the partners or RMNCAH.

Duties and Responsibilities

Objective:
• To facilitate and strengthening the Family Planning and Reproductive Health Commodity Security Program at central and provincial level
• To ensure and adherence to establishing well-organized Family Planning and Reproductive Health Commodity Security Program with the support to the Provincial RH Officers at sub-national level.
• To ensure good communication and coordination at central and provincial level with BPHS/EPHS implementing partners and key stakeholders pertaining implementation of Harmonized Quality Improvement Standards maintained and strengthened.

Responsibilities: • Ensure Reproductive, Maternal, Newborn, Child and Adolescent Health Directorate annual Family Planning & RHCS plan developed and implemented at national level
• Support MoPH to periodically review the FP plan of MoPH and continually align it with the current national and sector strategic frameworks and plans
• Advocates for inclusion of FP issues into national development plans, strategies and expenditure frameworks including budget line for FP in MOPH budget.
• Communication and coordination between central and provincial, BPHS/EPHS implementing partners and key stakeholders are ensured and strengthened on progress and status of Quality Improvement Standards at Health Facility level
• Liaise with the international agencies, NGOs and professional associations to enhance theirunderstanding and knowledge of the concepts of quality improvement and the steps necessary to implement Quality Improvement process across the health sector.
• Close coordination with Harmonised Quality Improvement Unit to review, revise, field test and use the toolsContribute in the capacity building of the BPHS/EPHS implementing partners and the private sector to implement the Quality Improvement Standards
• Contribute in building the capacity of provincial RH officers and professional associations to lead the quality improvement process andconduct relevant technical conferences
• Carry out regular joint field visits to support and mentor provincial RH Officers, BPHS/EPHS implementing partners, supervisors and health facility staff inimplementing the quality improvement process
• Strengthen the coordination among RH/MoPH and all partners and donors for fund raising and allocation for better implementation of RHCS strategic action plan.
• Ensure the availability of Family Planning services in all Health Facilities according to MoPH and RH policies and strategies by developed M&E mechanism.
• Work closely with the other units, in particular the service delivery and Innovations to ensure theimplementation of planned QI activities are coordinated withIQHC Unit
• Work closely with M&E/Research Coordinator to ensure quality of datacollection, and analyse the data accordingly.
• Undertake monitoring (at least once per quarter) either with theGCMU, Monitoring and Evaluation Department or independently to ensure that regular monitoring and supervision of RMNCH services take place in the provinces and arrange meetings to share M&E findings with implementers

Skills

• Excellent written and verbal communication skills in English language and fluent in a local language;
• Demonstrate computer skills (Ms. Office Package).

Qualifications

Qualifications and experience: • Afghan National
• Medical Doctor, preference will be given to the candidates with post graduate degree,
• At least sevenyears’ work experience with government or Non-government organization, UN or donor agencies in health management with MD and 5 years’ experience with master degree.
• Excellent written and verbal communication skills in English language and fluent in a local language;
• Demonstrate computer skills (Ms. Office Package).
Deliverables: • RMNCH Family Planning & Reproductive Health Commodity Security operation plan developed and implemented
• Conduct three provincial monitoring mission per quarter and constructive report submitted to Reproductive Health Directorate
• Well communication and coordination at central and provincial level with BPHS/EPHS implementing partners and key stakeholders are re implementation of Harmonized Quality Improvement Standards maintained and strengthened.
