National Project Officer, Capacity Development for Education 2030 (CapED)


About UNESCO Kabul

UNESCO's Capacity Development for Education for All (CapEFA) program is an extra-budgetary
funding mechanism and program approach created in 2003 with the objective of translating
global advocacy on EFA, and later Education 2030, into concrete action, in particular in
countries most at risk of not achieving the goals by 2015/2030. The program works with
national counterparts to promote participatory nationally driven efforts to enhance capacities
in planning processes, management functions, and organizational structures to improve
educational quality and increase educational opportunities for all.
As one of the priority countries of UNESCO's Education Sector, Afghanistan is currently
benefiting from the CapED program with a focus on curriculum reform, technical and vocational
education and training (TVET), and advocacy and capacity development for Sustainable
Development Goal 4 (SDG4).

Job Summary

Proposed dates:

A contract will be granted to the successful candidate to the end of December 31. To harmonize the contract durations with other staff, a one year contract may be offered to the candidate, pending satisfactory performance, from January 1, 2018.

Supervisory arrangements:

The incumbent will be undertaken under the overall supervision of the Director and Representative of the UNESCO Office in Afghanistan and the direct supervision of the Project Coordinator, Capacity Development for Education 2030 and the Chief of Education.

Duties and Responsibilities

Under the overall authority of the Director and Representative of the UNESCO office in Afghanistan and
the immediate supervision of the Chief of Education and Project Coordinator (CapED), the National
Project Officer who is granted this contact shall perform the following functions:
1. Contribute to the preparation/update of work plans and budgets of all three CapED programs
(TVET, Curriculum and SDG4), including improving the work plans and budgets by periodically
reviewing and refining program activities and adjusting programmatic and financial plans as
2. Provide technical and operational support throughout all stages of the program activities
processes by executing and performing a variety of technical, program, operational and
administrative transactions required for the program activities.
3. Assist in organization and coordination of seminars, missions, national conferences/workshops,
consultation meetings and contribute to the development/preparing related
materials/documentations required according to the approved program activity.
4. Provide technical and program management support to all curriculum, TVET, and SDG4 activities
by assisting in/ contributing to developing activity concept notes, proposals, drafting contracts,
monitoring the budget, reporting on progress, monitoring and supervising progress of the
activities and the technical assistants involved in the program activities.
5. Build and sustain effective close working partnerships with government counterparts and other
partners through active sharing of information and knowledge to facilitate program
implementation and build capacity of counterparts to achieve and sustain results on the
program activities.
6. Contribute to identifying and sharing lessons learned for improvement of the program activities,
knowledge development and capacity development of counterparts.
7. Assist in any other tasks, as required by the CapED Project Coordinator and Chief of Education,
including supervision and coordination of the CapED Program activities in the absence of the
Project Coordinator.




The Operation Assistant should be possessed of the following skills, experience and abilities:
1. University degree, preferably in education or the social sciences;
2. At least 8 years of relevant work experience in education;
3. Proven and effective program management skills;
4. Experience working successfully with the Government of Afghanistan;
5. Previous experience in the United Nations system is an advantage;
6. Excellent understanding of education systems, policies, planning and capacity development;
7. High-level drafting and communication capacity in English, Dari and Pashto;
8. Excellent organizational skills, including specific experience in the organization and facilitation of
workshops and meeting.
