Communication Specialist



The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

After the recent and successful implementation of the World Bank-funded Afghanistan Skills Development Project (ASDP), the Bank intends to support NSDP/MOLSAMD through a new project called the Non-formal Approach to Training, Education and jobs in Afghanistan (NATEJA).


The NATEJA project will focus on increasing access to non-formal technical and vocational training for the unskilled and semi-skilled, young, illiterate, Afghan women and men. This will be achieved by providing them with market relevant practical skills to improve their potential for wage and/ or self-employment and higher earnings, and building other livelihoods-support skills. The project will also improve labor market outcomes by enhancing the quality of training delivery through performance-linked financial incentives, and will use non-formal training providers and employers to train the unskilled and illiterate individuals.

The Project Development Objective is “to increase the potential for employment and higher earnings of targeted young Afghan women and men in rural and semi-urban areas through non-formal skills training”

The National Skills Development Program (NSDP) within the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD), will implement the project.

Job Summary

The scope of duties of the Communications Specialist will cover all the activities related to the Media and Communication services under the NATEJA project and NSDP in general. These are summarized in the project component descriptions given above and among others.

Specifically, Communications Specialist will be responsible for planning, writing and editing skills to create materials and organize events. For instance, they will generate content that informs employees about the objectives and policies of the company and the measures it is taking to ensure its path of growth and He/ She will be performing developing Social Media channels, website and publishing newsletters, e-mails, fliers or memos, updating bulletin boards or calendars of events; and managing other tools to produce print and digital copies of communication.

The Communication Specialist will work under the overall responsibility of Program Executive Director and will work under the daily supervision of National Program Coordinator and will be working closely with the NSDP technical teams and the NSDP/ MoLSAMD IT department.

Duties and Responsibilities

• Develop social media strategy and execute all SM activities through relevant channels, to promote organization’s activities to general public and stakeholders.
• Integrate data from various back-end services and databases.
• Enact the Organization Communication Plan.
• Disseminate success stories, inaugural sessions, closings and demonstration of projects on successful reintegration.
• Prepare radio/ TV materials and publications for broadcasting.
• Prepare progress update to media outlets.
• Coordinate with national and independent media (newspapers, radios, TVs) to broadcast Skills development related news and achievements in this regard.
• Arrange meetings and workshops when required to publicize and disseminate information on the activities and performances of the organization in the provinces.
• Liaise with different social networks to disseminate information and awareness on organization’s objectives, strategy and activities.
• Disseminate success stories, inaugural sessions, closings and demonstration of projects on successful reintegration.
• Liaise with relevant governmental offices, Embassies, and other national & International organization for Registration of vehicles, registration and extension of work permits and licenses, taking and extension of visa for national and international staff members.
• Will be responsible for invitation of meetings, Seminars, Conferences and other events.
• Should liaise with hotels, guest houses for accommodation of Organization staff, conducting of conferences, Seminar, Meetings.
• Renew the organizational mail/post box and ensure the regularly checking of it.
• Dispatch of goods and mails of Organizational to other offices nationally and internationally, using proper and well recognized courier.
• Liaise with security offices to ensure the security of Organization’s offices and Staff members in Kabul and provinces.
• Perform other duties as may be assigned by the supervisor.

Excellent interpersonal, analytical, negotiating skills.
• Ability to work with minimum supervision in a multi-cultural environment.
• a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff.

• Experience working with Un Agency or Non-Governmental Organization ( NGO)
• Computer Skills: Competent in the use of key computer software programs


a. At least a Degree in a relevant field, Communication, Journalism, Information Technology or specialized Liaison or Media qualifications of related discipline.
b. Minimum of 5 years’ relevant experience in the relevant field of liaison, Media and Communication and media.
