Project Management Master Trainer



The Independent Administration Reform and Civil Service Commission (IARCSC) was established in 1382 to manage and lead the government’s efforts to reform and improve public administration in Afghanistan so as to meet the development needs of the country.
Capacity Building for Results Facility “CBR” is an Afghan led reform and capacity building program, funded through Afghanistan Reconstruction Trust Fund (ARTF) under the Afghan National Budget. CBR program is managed by the Ministry of Finance and IARCSC and is supervised by a Steering Committee which is composed from the Minister of Finance and the Chairman of IARCSC. The CBR aims to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. To help reduce the reliance on externally financed staff, CBR supports the creation of a specialized and highly qualified cadre of civil servants, with the capacity to manage critical government reforms, and ensure that critical services are sustained. Specific capacity and institution building programs will be implemented with systematic monitoring of and reporting on results. All line ministries can participate in CBR, while the level of support is based on results.

Duties and Responsibilities

• Provide lecture on project management based on ACSI training curriculum and instructions;
• Cover fundamentals of Project Management, Project Management Needs Assessment, Project Planning, Project Implementation, Project Monitoring and Evaluation, Proposal writing and etc.;
• Conduct seminars, workshops and capacity building programs based on CBR TDU implementation plans;
• Cover training classes for Senior Management Groups (Civil Servants Grade 1 and 2), CBR interns and Common Functions groups;
• Use the lessons learned and the feedback from the classes to improve the curriculum and content materials of the subject;
• In the course of the work, the trainer is required to contribute in developing / updating curriculums especially in the area of project management in Afghanistan based on ACSI research & training materials development department’s requests;
• Provide follow-up support, monitoring and evaluation to the participants for a quality application of the skills developed through training programs;
• Provide ideas and inputs to make the training programs active and interesting to the participants;
• Provide bi-weekly class report and monthly progress reports;
• Perform any other relevant work as assigned by the line supervisor.


The Trainer will have:
• Bachelor’s Degree in Project Management, BBA, engineering, economics, or other relevant fields with 7 years of relevant working experiences or a Master degree in mentioned fields with 5 years relevant working experience (Higher educational degrees will be preferred);
• Experience in project management and provision of technical guidance;
• Proven qualities in training and capacity building initiatives;
• Strong communication and training methodology skills;
• Knowledge and experience of curriculum development, training and mentoring;
• Ability to actively engage the participants in a participatory learning environment by being interesting and professional during the training period;
• Strong written and spoken ability in Dari / Pashtu and English languages;
• Proficiency in the use of computer programs/applications (MS. Word, Excel, Power Point);
