The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.
The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care.
MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Duties and Responsibilities

1. Prepare, update and implement approved procurement plan of NACP (including services, individual consultancy and goods)
2. Follow post procurement review comments and submit prior review contracts to donor and record documents for post review.
3. Conduct all purchases in compliance with the Islamic Republic of Afghanistan and Donor Procurement laws and ensure proper documentation and processing.
4. Coordinate procurement activities with all relevant departments within the MoPH and other relevant agencies and provide regular feed-back to the NACP and donor agencies as needed.
5. Communicate with donor agencies to get no objection for contracts and procurement of individual consultancy, services and goods.
6. Prepare and keep filing system (from EOI to signing contracts), attend the meeting and taking minutes at the various Bid Opening and contract negotiation.
7. Participate at internal and external procurement meetings and workshops.
8. Work in close coordination with the NACP technical, administration and finance teams and promote the team work aspiration.
9. Responsible for all procurement and operational related issue of the NACP including procedures, and processing, not limited to only one donor agency.
10. Any other tasks requested by the NACP Manager.


vii. Fluent in written, spoken and reading skills of Dari, Pashtu and English languages required


i. Bachelor degree or DBA from a recognized university
ii. Two years of working experience in the field of procurement.
iii. Be familiar with government and donors administrative procedures.
iv. Demonstrated and excellent communication and interpersonal skills.
v. Proven ability to plan, implement and organize complex activities related to procurement.
vi. Proven ability to manage complex activities simultaneously and within set deadlines
vii. Fluent in written, spoken and reading skills of Dari, Pashtu and English languages required
