Job Summary

This is a Subject Matter Expert (SME) position within the Ministry of Interior (MoI). The position pay is (based on NTA Grade E) Afs per month. The position reports directly to the Civilian Deputy for GDOP, Ministry of Interior. The purpose of the SME position is to assist the Civilian Deputy for GDOP and the HR Officer for Civilianization in the implementation, management, programming, analysis and evaluation of the Civilianization process (hiring of offline CBR positions) in collaboration with CSTC-A and RS HRM advisors, UNDP/LOTFA, MoI HR department and the SME Program Office. The incumbent assists with insuring transparency and fairness in the recruitment and administration of the process.

Duties and Responsibilities

Summary of key functions:
 Receive application forms, CVs and documents of applicants.
 Provide assistance in civilianization recruitment process.
 Provide technical assistance to Civilian Deputy for GDOP in all HR related issues.
 Liaison with MoI departments and donor agencies (CSTC-A and UNDP) in all HR related issues.
Key Functions:
 Assist with human resources policies and procedures for hiring of offline CBR positions in accordance with donor agencies policies and procedures.
 Advertise Job Ads at MoI website, jobs.af and any other job searching site.
 Look for qualified candidates, invite and encourage prospective candidates for employment with MoI.
 Downloading of job applications from the prospective sites.
 Screen candidates in collaboration with the hiring panel.
 Inform short-listed candidates through e-mail and phone calls for test/interviews and the final result.
 Keep the recruitment tracker updated and prepare weekly reports on progress in recruitment activities.
 Keep all MoI offline CBR positions recruitment files up to date, and coordinate update of field office files. Establish system for personnel files.
 Manage maintenance of all staff timesheets and leave records
 Inform short-listed candidates for written test, interviews and the final results.

 Serve as liaison between SME Program Office, GDOP and management.
 Performing other duties as assigned.

IV. Impact of Results
Efficiency, effectiveness and maximum accuracy in offline CBR HR planning, development, implementation and impact analysis. A well-organized, well-equipped and well-resourced Civilianization Program maintained. Professional communication and information sharing system in place.

Qualifications

At least Bachelor degree in Human Resource Management, Businesses Administration or any other related fields

Experience:
At least 3 years of practical experience in Human Resource management with National, International and/or Governmental Organizations.

Language Requirements:
• Strong communication skills
• Fluency in Dari and Pashto
• Proficiency in English Language
• Able to translate documents from Dari to English and English to Dari.
Computer Skill • Proficiency in Microsoft Office programs - Excel, MS Word MS Access and MS PowerPoint
