Job Summary

The Coordinator- Donor Programs is a full time professional position reporting to the Director of Donor Relations and Program Coordination with a dotted line reporting to technical advisor(s) as assigned by H.E. The Minister, and, the Deputy Minister for Policy and Programs. S/he will be required to act as the internal owner and manager of all program related data and information for the Ministry. This position joins a team responsible for creating and implementing a comprehensive donor relations and program coordination agenda to promote interaction with and recognition of donors as well as centralize program related information within the Ministry. The Coordinator will also be called upon to assist in developing strategies for effective program and data management. The position will work closely with other departments at the Ministry including the Spokesperson’s office, Chief of Staff, Project Support Unit and a pool of international advisors and consultants.

Duties and Responsibilities

At all times, S/he will be required to conduct themselves in a manner befitting a member of the Senior Management team at the Directorate to drive the Ministry’s agenda and contribute to Afghanistan’s economic growth.

Working closely with the Director of Donor Coordination of the Ministry of Mines and Petroleum and Afghan Governmental entities. The Government Program Coordinator is expected to carry out the following expected activities:
1. The program Coordinator is responsible to follow-up current programs in order to achieve goals set for the Donor coordination unit
2. Analyze and evaluate generated reports, assess the on-going activities, communicate the progresses with the Director
3. Work on data management tools and systems to make sure that system and existing data is up to date
4. Establish and maintain relationships with key contacts in strategic partner organizations
5. Follow-up the tasks assigned during committee meetings and report progresses to the Director
6. Cooperate and instruct the program officer for the preparations of bimonthly meetings and document the findings
7. Develop ideas and projects for formal collaboration with targeted international partners, development agencies, policy, and research organizations
8. Identify capacity building needs, create capacity building proposals and cooperate with donors for the arrangements of such programs
9. Cooperate with team in quarterly assessment and evaluation of donor programs, prepare for the end year donor conference
10. The program manager has to make sure that the execution of donor projects are on schedule, he/she has to keep in mind the deadlines
11. Undertake timely forecast for the contingency situations and risk mitigations
12. Define and requirements and plans for the project life cycle and define resources for the department operations
13. Prepare presentations for the ministry and donors in order to highlight the current programs, projects and activities
14. Manage and coordinate scheduled reporting to meet institutional donor reporting requirements
15. Identify and track emerging opportunities through the institutional funding strategy and action plan
16. Coordinate overall program portfolio to ensure key performance indicators are met and program impact is in line with strategy
Any other responsibility or duty which is assigned by the department head or the top management in the Ministry of Mines and Petroleum

Skills

• Excellent oral and written competency in English and Dari
• Strong working knowledge of MS Excel; Demonstrated experience with other Microsoft Office suite products - MS Word and PowerPoint
• Excellent time management and organization skills, including the ability to manage multiple demands and/or projects simultaneously
• Budget management experience
• High degree of professionalism and the ability to work independently yet maintain a close professional working relationship with colleagues
• Demonstrated analytical and strategic thinking capabilities
• Experience of working with program data preferably in a government or quasi-government body
• Knowledge of and ability to use Project Management Tools such as Zoho
• Knowledge of or trained in analytical tools and software.

Qualifications

• Masters’ degree from a University recognized by the Ministry of Higher Education in Afghanistan and 5 years of experience in program management, program development and/or program implementation. Transferable, related experience such as donor relations, database management, M&E reporting, strategic communications, or business development may be considered.
OR
• Bachelors’ degree or equivalent from a University recognized by the Ministry of Higher Education in Afghanistan and 7 years of experience in program management, program development and/or program implementation. Transferable, related experience such as donor relations, database management, M&E reporting, strategic communications, or business development may be considered.
• Excellent analytical, interpersonal and communication skills
• Able to produce reports and other standards documents up to a professional standard Fluency in English (written and spoken), Pashto and Dari, local language proficiency is desirable.
