FAO works with three counterpart ministries – the Ministry of Agriculture, Irrigation and Livestock, the Ministry of Energy and Water and the Ministry of Rural Rehabilitation and Development. The FAO Representation is based in Kabul with regional offices in Herat, Jalalabad, Kandahar, Mazar-i-Sharif and Faizabad and subregional offices in Bamyan, Farah, Ghazni and Kunduz.

Project Background:

The project goal is to promote inclusive growth and job creation in the agricultural sector by strengthening the capabilities of producers and private enterprises to effectively link Afghan farmers to domestic and international markets. The basic premise is that agricultural-led economic growth is the key to improving food security, rural poverty reduction and agribusiness development.

This will be achieved through a value chains approach. The project will invest in improving productivity and facilitation of the development of the Wheat, High Value Crops and Livestock Value Chains as well as enhancing the capacity of P/DAIL in sustainable Value Chain development.

The focus of the project is on developing the demand for local agro business, enterprises and input and service providers and enhancing their capacity so that the VC’s are improved, more efficient and more profitable and hence sustainable. Using a Value Chain (VC) approach the programme has been designed to overcome constraints to business performance and corresponding sales/turnover of agribusinesses. This will also lessen the government’s dependency on foreign aid through local private sector growth and investments.

Involvement of the private sector will include developing and supporting market access for both domestic and export markets and will build on past successes of USAID and FAO/PAIL (Provincial Agriculture, irrigation and Livestock Department) in the region. Interventions will leverage public and private sector investments already made in the country’s western provinces.

REMUNERATION:
 The remuneration for the post of National Dairy Industry Development Specialist is between USD 1,947 to USD 2,723 (SB-4, Step 1 to 3) monthly based on the qualification and experience of the candidate.
 The selected candidate will also receive 8.33% of monthly salary as pension benefit/coverage on a monthly basis.

Duties and Responsibilities

Under the general supervision of the FAO Representative, direct supervision of the National field Manager, in close collaboration with the counterpart authorities and other national and international staff, the incumbent will be responsible to:

 Implement development activities for dairy value chain development in the target project provinces.
 Support the implementation of the Dairy Value Chain study as one of the first activities of the project.
 Train PAIL staff in dairy value chains development.
 Provide on the job training and supervise the dairy specialists at district level.
 Assist the NFM and the CTA to develop and improve existing dairy Value Chains in the project area including improvement of existing dairy businesses and to optimize the involvement and inclusiveness of smallholders in dairy industries.
 Assist the NFA to develop a dairy production data collection network and help in analyzing dairy production data to prepare recommendations for extension staff and farmers.
 Directly supervise and lead dairy value chain activities, by providing training and supervision for enterprises based on the VC study and analysis. This may include for field staff in extension work, data collection and analysis, in particular the training on improved hygienic milk production practices, genetic potential enhancement and improved feeding of dairy cows, options for milk collection, quality control and storage, processing, marketing and branding.
 Directly supervise the development of improved and expanded processing and marketing structures for milk and dairy products and the development of milk collection structures, equipment and dairy farmers’ organizations for the dairy schemes.
 In collaboration with the International expert on dairy technology, implement pilot activities on solar powered milk cooling centers (off-grid and partial).
 Deliver training of training for women groups and TOT on hygienic milk production, milk storage, milk processing (to reduce also drudgery for women) and introduce better technologies and tools for small and medium scale processing.
 Advice on the equipment and materials needs for on milk value addition and shelf life extension at provincial and district level.
 Report on progress of work/Programme and signal in advance problems that may hamper such progress.
 Ensure the implementation of the Project activities according to the work plan.
 Arranging the procurement of material and supplies.
 Providing training and supervision for field staff in extension work, data collection and analysis.
 Report to the NPO, Kabul on all activities related to the dairy production Programme and compile and summarize the monthly reports from the field staff.
 Prepare extension material and technical and other reports, monthly or as required.
 Provide inputs to support and guide the development of innovations by entrepreneurs to access and optimize investments of the Innovation Fund.
 Engage with local service providers and supervise the dairy components of service contracts.
 Perform any other related duties as may be directed by NFM and the CTA or other authorized FAO staff.

Qualifications

 At least a Bachelor’s Degree, preferably Advanced University Degree in Animal Science, Food Technology, Dairy technology, Dairy Science, Animal Science, Veterinary Science; or closely related field;
 At least seven (07) years of relevant work experience in the livestock industry development with special knowledge and experience in dairy value chains and industry development, or related field;
 Experience and knowledge of the FAO rules and regulation and good skills of supervising and guiding a team of technical staff;
 Good interpersonal communication and coordination skills;
 Ability to identify and resolve problems expeditiously and pragmatically; tact, initiative and sound judgment;
 Ability to establish and maintain good working relations with other staff / colleagues from different cultural background and as well as with line ministries, counterparts, and other stakeholders.
 Working knowledge (level C) of English and of the most widely used local language ( i.e. Dari and Pashto)
 Good computer skills including MS Office Package.
