The objective of the Organization is to improve livelihoods for all sections of the rural community based upon economically viable activities – food production, off-farm employment and trade - social cohesion and sustainable use of natural resources.

FAO works with three counterpart ministries – the Ministry of Agriculture, Irrigation and Livestock, the Ministry of Energy and Water and the Ministry of Rural Rehabilitation and Development. The FAO Representation is based in Kabul with regional offices in Herat, Jalalabad, Kandahar, Mazar-i-Sharif and Faizabad and subregional offices in Bamyan, Farah, Ghazni and Kunduz.

Project Background:

The project goal is to promote inclusive growth and job creation in the agricultural sector by strengthening the capabilities of producers and private enterprises to effectively link Afghan farmers to domestic and international markets. The basic premise is that agricultural-led economic growth is the key to improving food security, rural poverty reduction and agribusiness development.

This will be achieved through a value chains approach. The project will invest in improving productivity and facilitation of the development of the Wheat, High Value Crops and Livestock Value Chains as well as enhancing the capacity of P/DAIL in sustainable Value Chain development.

The focus of the project is on developing the demand for local agro business, enterprises and input and service providers and enhancing their capacity so that the VC’s are improved, more efficient and more profitable and hence sustainable. Using a Value Chain (VC) approach the programme has been designed to overcome constraints to business performance and corresponding sales/turnover of agribusinesses. This will also lessen the government’s dependency on foreign aid through local private sector growth and investments.

Involvement of the private sector will include developing and supporting market access for both domestic and export markets and will build on past successes of USAID and FAO/PAIL (Provincial Agriculture, irrigation and Livestock Department) in the region. Interventions will leverage public and private sector investments already made in the country’s western provinces.

REMUNERATION:
 The remuneration for the post of National Value Chain Development Facilitator is between USD 1,947 to USD 2,723 (SB-4, Step 1 to 3) monthly based on the qualification and experience of the candidate.
 The selected candidate will also receive 8.33% of monthly salary as pension benefit/coverage on a monthly basis.

Duties and Responsibilities

Under the overall supervision of the FAO Representative (FAOR) / Country Director, direct supervision of the Chief Technical Advisor (CTA), National Field Manager (NFM) and Senior Value Chain Expert, in close collaboration with the counterpart authorities and other national and international staff, the candidate will be responsible for all project activities related to post harvest and food technology services to be provided within the framework of project. He/she will specifically have the following responsibilities.

 Implement development activities for sustainable value chain development in the target project provinces.
 Train DAIL staff in value chains approaches, analysis and development.
 Support and participate in VC studies and related analysis for the three major components of the project.
 Provide on the job training and support the gender and home economics specialists at district level.
 Assist the NFA and the CTA to develop and improve Value Chain activities in in the project area Work closely with the crop/horticulture, post-harvest, dairy and gender expert to train trainers from P/DAIL in VC development for improved nutrition, food security, income and job creation for women.
 Directly supervise and guide value chain analysis, verification and implementation of interventions by service providers and partners.
 Directly supervise the development of value chain pilot programmes with entities who will participate in or collaborate with the project.
 Link with and provide support to local enterprises in developing and expanding their enterprises with an emphasis on women participation.
 Support local enterprises in developing proposals for accessing and utilizing the project Innovation Fund for women. This will include service and input providers.
 Report on progress of work/programme and signal in advance problems that may hamper such progress.
 Ensure the implementation of the Project activities according to the work plan.
 Report to the Senior Value Chain specialist in Herat on all activities related to VC and compile and summarize the monthly reports from the field staff.
 Prepare extension material and technical and other reports, monthly or as required.
 Engage with local service providers and supervise the Value chain activity related components of service contracts.
 Perform any other related duties as may be directed by Senior Value Chain Specialist, NFM and the CTA or other authorized FAO staff.

Qualifications

Education:
 University Degree in Business Administration, Marketing, Management, Agriculture Economics, Entrepreneurship, or equivalent experience in a national or international agencies.

Work Experience:
 At least five (05) years of professional experience in any disciplined area of Agriculture / food sector development with special knowledge in value chain development and food industry development, marketing or subject affairs.
 Experience and knowledge of the FAO rules and regulations and good skills of supervising and guiding a team of technical staff.
 Experience working on gender issues and women’s rights preferred.
 Experience of working with an International NGOs and UN focused on reporting will be an asset.
 Previous work experience with UN or other international organization and donor is an advantage;

Language Skills:
 Excellent knowledge of English and local languages, both spoken and written.
