Senior Energy Specialist

The Budget Department within the Ministry of Finance (MoF) is responsible for the preparation of the national budget and for monitoring and reporting on its implementation.
The national budget activities, at present, are largely donor/aid co-ordination function with considerable liaison and involvement of international partners. The budget is used as a major co-ordination mechanism of the Government through which it consults, agrees and articulates to all national and international stakeholders the expenditure programmes and priorities of the Government for the year ahead. The National Budget is also the primary instrument for the Government to allocate and manage its financial resources (both internal and external revenues) in a balanced, transparent and accountable manner within a short to medium term framework.

The government of Afghanistan declared the energy sector as one of the priority areas towards achieving self-reliance. Based on the Afghan National Peace and Development Framework (ANPDF), the NUG envisages increasing Afghanistan’s domestic electricity generation capacity to 2,300 MW until 2020 through utilization of the country’s vast renewable and fossil fuel resources. This strategic prioritization of the energy sector by the government will decrease Afghanistan's current dependency on imported electricity, ensure reliable and affordable electricity supply to the population and will extend Afghanistan's role from an importing and transit country to an electricity exporting country on a regional level.

To achieve this vision, it is of utmost importance that the available financial resources are utilized in the most effective way. Smooth coordination between the relevant ministries and their respective departments engaged in the energy sector is crucial for the realization of the aforementioned vision.

Making Budgets & Aid Work (MBAW) project provides the essential support to the Ministry of Finance to strengthen budget planning, implementation and monitoring processes. In addition, the project promotes the effective use of the national budget as a tool for coordination of international development assistance to the government of Afghanistan through implementing various activities that build on the outputs and outcomes of the project.

Job Summary

The Senior Energy Specialist to the General Directorate of Budget has a critical role in facilitating and coordinating national energy projects in collaboration with the implementing agencies. The Senior Energy Specialist will have two important tasks: (1) coordinate smooth cooperation between the Ministry of Finance and involved line ministers/ institutions on energy projects finances and implementation, in order to ensure effective execution of available budget and (2) ensure that the energy projects under design align with government priorities as reflected in Afghanistan National Peace and Development Framework (ANPDF).

Duties and Responsibilities

• Provide Support to the Directorate on during planning and execution of energy projects with focus on monitoring and evaluation of budget execution by the relevant line ministries and institutions
• Provide analysis, brief and progress reports on energy projects in close cooperation with the infrastructure department of the General Directorate of Budget and the energy sector advisor in the Ministry of Finance
• Work closely with energy sector advisor in the Ministry of Finance on ongoing and planned energy projects and their alignment with ANDP and other relevant policies and strategies of the government
• Regularly brief the infrastructure sector manager within the General Directorate of Budget on the progress, issues, risks and any other matter on national priority energy projects which has to take place in close coordination with the energy advisor of the Ministry of Finance
• Support the energy sector advisor on providing risk assessment to the General Directorate of Budget on national infrastructure projects and mitigation strategies to the existing and future risks
• Collect on regularly basis data on energy projects, write briefs and analysis on ongoing and future energy programs of the government
• Maintain a database on ongoing and future planned energy projects (generation, transmission and distribution) and prepare reports on the status of these projects
• Coordinate between DGB’s infrastructure department and the Aid Management Directorate (AMD) of the Ministry of Finance
• Coordination between DGB’s and Ministry of Energy and Water, Da Afghanistan Breshna Scherkat (DABS) and MRRD, in order to facilitate a smooth planning and implementation of projects in the energy sector
Support of the DGB’s infrastructure Sector and the energy sector advisor in designing concepts and strategic papers on the energy sector in Afghanistan
Other Tasks:
• Any other tasks and responsibilities as required for the implementation of the Directorate General Budget as requested by Sector Manager and Energy and Regional Cooperation Advisor.
Reporting Relationship:
• Reports to the Sector Manager, Energy and Regional Cooperation Advisor and Budget Execution Director.

Education: • Master’s or Bachelor Degree holder in Energy management, Energy Economics, or Business Administration

Experience and Desirable:

• With Master Degree, Minimum 5 years of experience and with Bachelor Degree 7 years’ experience at the national and international level in providing energy management services and/or managing staff and operational systems in public or private sector;
• At least two years of work experience as Energy Advisor/Consult/Specialist
• At least four years of work experience in a coordinator role in a national or international organization working closely with governmental institutions;
• Knowledge of ongoing and future planned energy programs in Afghanistan (government and donor funded);
• Knowledge of CASA-1000, TAP and other major national infrastructure projects;
• Knowledge of GoA’s budgetary roles and regulations is an advantage;
• Experience in the usage of computer and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required;
