Action Contre la Faim (ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. ACF has been active in Afghanistan in the medical, nutrition, food security, water and sanitation and Mental Health fields since 1995.

Duties and Responsibilities

Mission 1: Set up, implement and report on FSL projects
The FSL DPM is responsible for:
 To support PM in defining the implementation methodology
 To support PM setting up the planning, execution of the project
 Organize and lead in the baseline, end line, PDM, PHM survey as per the project needs
 Act as focal person for the beneficiary registration, sensitization, training and distribution
 Ensure the timely implementation respecting ACF and donor deadline
 Suggest the obligatory improvement , adaption on the implementation methodology as required
 Identifying the technical constraints associated with the implementation of the projects
 Proposing innovative technical solutions in response to such constraints
 The implementation of technical recommendations concerning the project
 Supervising his programs, by means of internal monitoring tools, regular presence in the field,
 Preparing in time to meet deadlines the FSL components of internal reports relating to his projects
 Identifying and implementing safety measures for both the team and the wider population

Mission 2: Contribute to the quality, accountability and impact measurement process of his program
The FSL DPM is responsible for :
 Promoting and taking part in the evaluation of the impact of his project
 Promoting and contributing of quality (internal evaluation and joint visits)
 Implementing complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
 Have a positive and active rule in the distribution process of agriculture inputs
Mission 3: Participate in the coordination of his area of intervention
The FSL DPM is responsible for:
 Coordination of activities with program manager and team
 Representing ACF and ensuring coordination with provincial and district level.
 Have close coordination with local authorities at district and provincial level.
 Support PM to develop the progress report for different authorities
Mission 4: Supervise and manage the team
The FSL DPM is responsible for:
 Participate in the recruitment process and ensure the capacity building of the team
 Team management (leadership, monitoring, motivation)
 Evaluation of team members
 Monitoring of agriculture trainers daily activities.
 Participate in the preparation of weekly action plan with Program Manager.
 Monitoring of livestock vaccination campaign in Chaghcharan and Dawlatyar Districts.
 Providing agriculture trainings and capacity building at field level
Mission 5: Ensure the respect of security rules
The DPM has to:
- Ensure that the procedures and security expectancies and followed before, during and after the works in the field;
- Inform the security department / supervisor about any security incident;
- Respect and make respect security rules.

Skills

University Degree / Diploma in the fields of agriculture or social science
 At least 2 year’s experience in NGOs including 1 year in the FSL activities.
 Well understanding of humanitarian projects, FSL assessment and distribution
 Strong Planning, Monitoring, Supervision, Communication, training-facilitating skills
 Fluent in English and local language is mandatory
 Experience to manage the Project team
 Good reporting skills
 Computer and internet use skills (Word, Excel, PowerPoint, Outlook)
 Able and willing to travel extensively and stay in the field with moderate living conditions

Qualifications

University Degree / Diploma in the fields of agriculture or social science
