Job Summary

The Subject Matter Expert (SME) assists the Director, Force Management Directorate (FMD) and the Force Management Directorate staff to develop and document Afghan National Police (ANP) organizational capabilities for the Ministry of Interior (MoI). Duties include: documenting Tashkil authorizations; assisting with development of Force Management policy and procedures; report Tashkil changes through advisory channels to ensure CSTC-A approval; assist with planning and execution of the Command Plan Seminar and Command Plan Review; assist Force Management database team in computer literacy; liaison with CSTC-A CDD Advisors.

Duties and Responsibilities

1. Support MoI FMD competencies for establishing organizational capabilities to include documenting equipment and personnel authorizations on the current Tashkil.

2. Serve as liaison between Combined Security Transition Command-Afghanistan Capability Development Directorate (CSTC-A CDD) Advisors and MoI FMD.

3. Know, understand and apply Force Management policies and procedures in accordance with approved MoI and CSTC-A processes, guidelines and regulations.

4. Assist with the Command Plan Review (CPR) Seminar and the annual CPR process.

5. Advise MoI leaders on the CPR and Tashkil change request processes using the ANP Form 2028: Recommended Changes to TDA (Tashkil) Documents.

6. Understand and be able to explain the Tashkil 101 Brief including the Afghan Security Forces Fund (ASFF) Requirements and Resourcing Validation Process (AR2VP) process.

7. Attend, participate and graduate from CDD provided Force Management The Basics Course

8. Assist FMD database team in developing and maintaining computer proficiency including Microsoft Office Suite: Excel, PowerPoint, Word, Access, etc.

9. Assist with other ANP Force Management initiatives as needed.

10. Any other duties as assigned by higher authorities in accordance with the laws, regulations and objectives of the ministry.

Skills

- Fluency in conversing and writing in English, Dari and Pashtun is required. Ability to provide quality written products at the executive level for ministerial decision making is required.

- Must be fully proficient in Microsoft Suite Power Point, Excel and Word. Must be able to train and supervise others in the creation, maintenance and use of a computer database. Must have relevant working and/or educational experience with a computer database.

- Minimum of two-year’s work experience in Afghan ministerial assignment or relevant field is preferred. Force Management experience and/or knowledge of the ANP force structure preferred.

- Knowledge of Afghan Ministry of Interior organizational structure functions and Police Pillar missions is preferred.

- Knowledge of Force Management process to develop capabilities, design organizations, develop organizational models, determine organizational authorizations and document authorizations for organizational structures, personnel and equipment is preferred.

- Understanding of the Afghan National Police Strategy and inherent law is preferred.

- Experience working with Senior Afghan National Police leaders or other government advisors preferred. Familiarity with military and police terminology is preferred.

- With a minimum of two years related work experience, the candidate will have:

• Knowledge of Computer based word processing programs and use of the internet.
• Excellent organizational skills, ability to prioritize and multi-task in a fast-paced environment.
• Strong written and verbal communications skills; ability to interact at all levels.
• Ability to work in a fast-paced, technical environment; ability to work in a team-based, highly collaborative environment.
• Ability to work well under pressure and around tight deadlines.

At least Bachelor Degree in BBA, Management, Administration, Economic or any other related field.
2. Applicable Experience:
At least 1 year of related work Experiences with National and International organizations.
