Welthungerhilfe it is one of Germany's biggest non-governmental relief organizations. Non-profit making, politically independent and non-denominational, the organization is run by a Supervisory Board of honorary members under the patronage of the President of the Federal Republic of Germany. Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.

Job Summary

The legal advisor is primarily responsible for providing high quality advice to the organization or the client on major legal issues and problems. He /she is responsible for formulating the best possible legal solution after analyzing the legal problem in depth. He/she should be able to provide legal assistance while dealing with some legal tasks, litigations, contracts, dispute resolution and guide the client on taking an appropriate decision. He/she is skilled and experienced to come up with a desired outcome from the client's point of view.

Duties and Responsibilities

He/she should be able to take correct decisions and provide the necessary professional support. He/she also advises whether all the proceedings of the organization follow the requirements of the legislation. He/she supervises, analyzes and researches the implication of laws, legislation, etc., that may affect the organization. He/she advises the organization so that there is minimum or no legal exposure and liability.
The following is more specific tasks that should be performed by the legal advisor:
Obligation to provide explicit advises in all consultation according to applicable Afghan law.
Check and advise on the drafted contracts for rents, suppliers and staff employment contracts,
Check and advise on severance payment for staff who their contract was terminated or resigned,
Represent the organization with labor offices and Government entities where requested,
Defense the organization rights,
Must keep all organization information confidential, disclose of the organization information might lead to legal action and contract termination,
Ensuring that the legal documents and other contractual documents are effectively drafted, reviewed, interpreted, and vetted.
Upon request, assisting with the implementation of the tender procedure, including responding to requests for clarification and advice on comments or requests for changes to the prequalification procedure, involvement in bidder conferences and responding to communications with bidders to manage Government liabilities.
Reviewing proposed sub-contracts, with the construction contractor and operator, for Grantor approval.
No monthly or fixed payment, payment will be agreed upon case by case and according to the normal legal advisor fees.
The legal advisor is reporting to the country Director and or Office Manager.


At least 8 years of professional experience in health/nutrition. People with religious information are preferred
Able to communicate effectively and build strong relationships with people in many different environments
Able to work independently and act on own initiative
Previous experience working in a similar role in another NGO/ humanitarian organization is an asset
Good experience of conducting trainings, meetings, sessions or campaigns
Capable of producing reliable and timely reports
Computer proficiency in Microsoft Word and Excel
Excellent verbal and written communication skills (fluency in both Dari and Pashto is required). Good knowledge of English language is desirable.
