Duties and Responsibilities

Serves as the principal Class ‘B’ Cashier with an authorized advance of up to $200,000 at a post with a full range of cashier and cash management duties including vendor payment processing, receipt of collections, provision of accommodation exchange services and the reconciliation of financial transactions. The position also serves as the representative of the U.S. Disbursing Officer in Kabul.

SKILLS AND ABILITIES: Must have good knowledge of MS. Excel, MS work and Access. Must be skilled in the use of basic office equipment including calculator, cash counter, copier, printer and computer. Must be able to perform multiple functions concurrently and manage and account for all cash on hand. Must be able to reconcile accounts and maintain daily accountability in order to provide uninterrupted and mission critical services to the U.S. Embassy.

QUALIFICATIONS REQUIRED

VA 17-122 Full Performance Level:
1. EDUCATION: Two years of college studies in accounting and financing is required.

2. EXPERIENCE: Three years of performing progressively responsible work in technical/clerical accounting or bookkeeping with at least one year performing cashiering work at the next lower grade in a U.S. agency, non-governmental organization or the equivalent is required.

-OR-

Substitution Option:

1. EDUCATION: Completion of High School is required.

2. EXPERIENCE: Five years of performing progressively responsible work in technical/clerical accounting or bookkeeping with at least one year performing cashiering work at the next lower grade in a U.S. agency, non-governmental organization or the equivalent is required.


3. LANGUAGE: Level 4 (Fluent) English and Dari/Pashto are required.

4. SKILLS AND ABILITIES: Must have good knowledge of MS. Excel, MS work and Access. 5. JOB KNOWLEDGE: Must have a good working knowledge of the FAM, Particularly 4 FAM, Cashier User’s Guide (CUG), and applicable Treasury and State Department regulations pertaining to the processing and accounting for cash. Must also possess good knowledge of serviced agency requirements regarding cash management. Possess knowledge of local banking practices and procedures.
