About ( Ministry of Agriculture) AAIP Project

Building on the Agriculture Master Plan, the Government of the Islamic Republic of Afghanistan (GoA) in collaboration with its development partners has defined a number of appropriate priorities for agricultural investments and policies under the National Agricultural Development Framework (NADF). In order to increase farmers' incomes and improve the food security situation, the GoA is giving foremost attention to strengthening of the agricultural production base. In this respect the government has asked the World Bank for assistance in strengthening agricultural input supply Systems. Specifically, the GoA has requested the World Bank for assistance in the preparation of the Afghanistan Agriculture Inputs Project (AAIP) that will consist of the following four components: (i) Improve seed production and certification; (ii) Establish infrastructure and policies regarding quality control and safe use of fertilizers and agrochemicals; (iii) Improve input delivery systems; and (iv) Establish efficient project management, implementation and coordination mechanisms.
The development objective of AAIP project is to increase adoption of improved crop production technologies through expanding development of certified seeds and improving access to agricultural inputs of reliable quality.
The procurement officer will assist the project in obtaining necessary goods, services and works. The position reports to procurement specialist in the project.

Duties and Responsibilities

To assist the Procurement Specialist of the MAIL/AAIP Procurement Unit with the procurement of Goods, Works and Consultant’s services in a timely manner to ensure the assigned tasks are implemented within the original time schedule and project costs. Under the direct supervision of Procurement Specialist, the incumbent will carry out his/her duties under the procurement guidelines of the World Bank for all projects financed by the World Bank and ARTF and the procurement law of the Islamic Republic of Afghanistan.
• Assisting the Procurement Unit of the AAIP project (in cooperation with the General Procurement Directorate in MAIL) in overall planning and managing of the procurement of Goods Works and Consultancy Services required under the project.
• Assisting in proposal-opening and Proposal-evaluation meetings, preparation of statement for proposal-evaluations, preparing contracts, etc. for procurement of Consultancy Services, Goods and works
• Review Terms of Reference and ensures that all necessary information regarding scope of work, objectives, qualification of key personnel, reporting requirements, deliverables and timeframe is mentioned appropriately
• Receive tasks for procurement of consulting services Works & Goods from the procurement specialist and perform accordingly.
• Prepare/review Expression of Interest and IFBs and advertise them on national and international publications.
• Prepare BER for Works and Goods
• Assist in preparation of short-listing for qualified firms
• Prepare and issue Requests for Proposals (RFPs) to shortlisted/approved firms
• Arranges pre-proposal conferences when and if required
• Receive technical and financial proposals,
• Forwards technical proposals to the technical evaluation panel (TEP) with technical evaluation reports and assist the members when and if required.
• Invite the best qualified firms for negotiation
• Assist the project team in preparing quotations and getting quotations
• Prepares contract Document for Work, Goods and hired consultants
• Any other task assigned by the project director/procurement specialist

Travels to Provinces

• Able to operate MS office computer programs (Windows, Word, Excel and Email)
• Being fluent in English language; and should have good command on both national languages (Dari and Pashto)
• Excellent verbal and written communication skills.
• Able to work with less guidance


• Bachelor’s Degree in, business, economics, or other related field.
• Minimum 4 years relevant experience as procurement officer with international reputable organization or NGOs
• Experience on World Bank or similar projects preferable;
• Knowledge of Government procurement law
