About PMO/MoPW

The Ministry of Public Works (MoPW) is implementing various road projects in the Islamic Republic of Afghanistan. For implementation of the projects funded by the Asian Development Bank (ADB), a Program Management Office (PMO) of MoPW willing to handle implementation related tasks that would include (a) procurement civil works and consultants services, (b) monitor the progress of day-to-day project implementation, (c) accord various approvals including approval for variations, extension of time, (including obtaining approvals of the donors, etc.), etc., (d) prepare progress reports (e) prepare withdrawal applications for disbursement, (f) maintain project accounts and complete loan financial records for auditing and (g) ensure compliance of various Loan and Grant covenants, etc.

MoPW wishes to recruit the following staff on contract basis for the PMO. The selected candidates may however, be required to work in other directorates of PMO/MoPW, at the sole discretion of PMO/ MPW. Applications along with detailed CV are invited from the interested candidates, who possess the required qualification and experience. Candidates having experience in implementation of projects financed by the developing partners will be given preference.

Job Summary

1. Conduct an assessment to determine the current situation in knowledge and information management at the PMO & MPW.
2. Evaluating available technologies and selecting the most suitable option for using in setting up the MIS of the PMO & MPW.
3. Setting up the system
4. Training all the PMO and MPW staff in using the system

Duties and Responsibilities

The overall responsibility of the MIS advisor is to provide all sorts of support that is required to establish a fully functional MIS System which at least should encompass an effective and efficient Decision Support System, Transaction Processing System, Asset Management System and Management Reporting System. The incumbent will be responsible for needs assessment, analysis, designing, establishment of the MIS as well as training the end users in using the system. The specific activities of the MIS advisor include but are not limited to the following:
1) Assess the current situation in knowledge and information management at the PMO and MPW.
l Assess the knowledge and information management capacity and practices of staff Ministry. This assessment will cover all the departments, functions, processes and programs (both current and future).
l Identify and recommend appropriate interventions (in addition to setting up a MIS) to address the knowledge and information management gaps
2) Evaluate available technologies and recommend the most suitable option for the Ministry
l Conduct a survey of all MIS technologies available for use in Afghanistan.
l Conduct a feasibility and cost-benefit analysis of the available MIS technologies. The assessment should take into consideration all the contextual issues related to operating such a system in Afghanistan.
l Recommend, with justification, the best option for use in setting an integrated MIS for the PMO/MPW.
3) Set up the MIS
l Facilitate the procurement and installation of the MIS.
l Pre-test the system before launching it
l Integrate into the system adequate measures for data and information access and security.
l Develop systems user and management manual

l rain the ICT staff on the use and management of the system.
l Launch the system
l Provide ongoing training and mentoring of ICT staff in the maintenance and troubleshooting of any emerging technical and operational issues of the system
l Monitor progress in use of the system and give recommendations on upgrades as may be necessary
4) Train all the PMO and MPW staff on using the system
l In collaboration with the Ministry’s ICT staff, organize and implement trainings on using the system for all the staff.
l Provide ongoing support to the PMO & MPW staff in troubleshooting emerging issues on using the system
Deliverables
The deliverables of the MIS Advisor are:
l An inception report that describes the MIS situation at the Ministry of Public Works and proposes strategies and actions to address the situation
l A comprehensive Needs Assessment Report describing the Ministry’s needs in terms of physical infrastructure, staff capacities and practices.
l A MIS technologies analysis report with recommendations on the most suitable technology for the PMO & MPW
l A functional MIS for the PMO & MPW
l MIS systems User Manual
l Staff training plan and progress reports
l Overall progress reports of the assignment

Skills

l MIS advisor should Have demonstrated experience in Open Source Software, HTML5, CSS3, JavaScript, JQuery and Ajax.
l Capable of understanding and contributing to the technical solution from design through code level.
l Should have worked with different RDBMS systems like MySQL and PosGre SQL.

Qualifications

l Bachelor or Master degree in Management information systems, information communication technology or related field with 5 years of work experience in setting up and managing ICT-based knowledge and information management systems plus training MIS/ICT.
l MIS adviser should Have demonstrated experience in Open Source Software, HTML5, CSS3, JavaScript, JQuery and Ajax.
l Capable of understanding and contributing to the technical solution from design through code level.
l Should have worked with different RDBMS systems like MySQL and PosGre SQL. ●
l Should be familiar with different diagram concepts like flowcharts, ERDs and many more.
l Should be familiar on how to take the lead of the development process.

l Ability to produce high quality reports and other documents in English
l A good team player with ability to work in very challenging environment.
l Proficiency in use of Microsoft Office programs is a requirement.
l Fluency in Dari/Pashto and English.
