The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and Resolution 56/206.
By working at all levels and with relevant stakeholders and partners, the agency contributes to linking policy development and capacity-building activities with a view to promoting cohesive and mutually reinforcing social, economic, environmental and countries’ policies and programmes in human settlements in conformity with international practices and covenants.
The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several bilateral donors as well as the World Bank. During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment.
UN-Habitat has been assisting the Islamic Republic of Afghanistan through a number of projects, both urban and rural, supported by different donors:
Vulnerable and Excluded Uprooted People (LIVE-UP):
The Local Integration of Vulnerable and Excluded Uprooted People (LIVE-UP) programme is funded by the European Union and operates for three years (January 2015 to December 2017). The overarching intention of the programme is to support the implementation of part of the National Policy on Internally Displaced Persons in three Afghan cities: Herat, Jalalabad and Kabul. The programme will support communities, local authorities and the central government to achieve durable solutions for local reintegration of returnees and IDPs through community empowerment, improved living conditions and security of land tenure. The project also aims to strengthen the role and capacity of local authorities, particularly municipalities, to assist returnees, IDPs and other vulnerable urban dwellers with local integration.
The Afghanistan Urban Peace building Program (AUPP):
The Afghanistan Urban Peace building Program (AUPP) is a three-year program that concentrates on peace building by strengthening the delivery of urban safety services, improving local government responsiveness and accountability, and enhancing partnerships between government, communities and civil society. It is predicated on the vital linkage between state-society relations, local government capacity and basic service provision in strengthening safety and security.
AUPP targets eight of Afghanistan’s most strategic cities: Kabul, Herat, Mazar-e-Sharif, Jalalabad, Kunduz, Farah, Nili and Bamyan. It is implemented under the leadership of the Ministry of Urban Development and Housing, the Independent Directorate of Local Governance, Ministry of Interior and Kabul Municipality, with technical support from UN-Habitat. The Swiss Agency for Development and Cooperation and the Kingdom of the Netherlands fund the program.
City for All (CFA):
UN-Habitat is supporting the Government to implement the City for All (CFA) programme in nine municipal authorities (Herat, Farah, Mazar, Jalalabad, Kandahar, Bamyan, Nili, Kunduz and Kabul), between 2016-2020 through two projects: Municipal Governance Support Programme (MGSP) funded by European Union, and Strengthening Municipal Nahias Programme (K-SMNP) funded by USAID. The two projects have the same overall objectives and follow a similar approach. They will henceforth be implemented concurrently under the umbrella CFA programme. The expected outcomes of the programme are:
(1) Strengthened municipal capacities and systems for urban planning, land management and municipal finance; (2) Improved municipal service delivery and strengthened social contract between citizens and municipal authorities; (3) Improved enabling environment for municipal governance, local economic development and service delivery.
Clean & Green Cities (CGC):
The Clean and Green Cities (CGC), is funded by USAID and operates for two years (July 2016 to May 2018). The purpose of this Grant is to provide a basic labor stimulus and stabilization package for nine strategic Afghan cities. The overall objectives of the grant are to (1) improve state –society relations where urban citizens see municipalities delivering basic neighborhood services; (2) establish a cleaner, safer, and healthier urban environment and public spaces; (3) improve urban and household economies, especially for the most vulnerable households, including at risk youth; and (4) increase private sector confidence and investment. CGC will invest in labor intensive urban clean-up, repair, beautification, and basic solid-waste management activities. The expected impacts are: (i) improve well-being of citizens and urban environmental quality, (ii) increased trust between citizens and municipalities and strengthened government legitimacy, and (iii) augmented economic and labor stimulus to the poorest households which will have multiplier effects on the urban economy, (iv) Increased private sector confidence and investment for job creation
Project for City Resilience (CPR):
UN-Habitat will start the Project for City Resilience from April 2017 in cooperation with the Government of Afghanistan.
The programme will address disaster risk reduction (DRR) and resilience of Afghan cities at three interlinked levels - community, city and national. It will demonstrate how the post-2015 frameworks and agendas can be localized in a coherent and integrated manner, leading to safe, resilient and sustainable urban development in the country.
This two year programme is planned to will be implemented in the cities of Kabul and Mazar-i-sharif, funded by the Government of Japan.
Housing, Land and Property Task Force (HLP-TF):
UN-Habitat chairs the National Housing, Land and Property Task Force (HLP-TF) together with UNHCR and NRC within the humanitarian coordination system in Afghanistan. The HLP-TF as a part of the Afghanistan Protection Cluster brings together humanitarian, development, human rights NGOs, UN agencies and government counterparts at national and regional levels working on HLP issues to facilitate a systematic approach to housing, land and property rights protection of displaced population, and other persons at risk of HLP rights violations- this includes landlessness and homeless persons.
The HLP-TF aims to achieve its objective by a) improving access to land, b) strengthening security of tenure and adequate housing c) addressing HLP disputes and strengthening access to civil documentation and d) ultimately the durable solutions of the displaced population.
UN-Habitat Afghanistan Programme is responsible for providing professional, timely, accurate, effective and efficient support to the country office programme by ensuring that financial resources are unitized in the best interest of the organization and in line with UN rules and regulations. The Operations Section comprise of Finance Management, Human Resources, Procurement, Office Management, Grants/Contracts Management, Information Communication Technology and Security and Safety Units.
Knowledge Management Unit (KMU):
The overall objective of KMU is to strengthen UN-Habitat in terms of the quality based delivery of programmes, research, publications, and reports and to improve the current and future management of outputs, outcomes and impacts through UN-Habitat Result Based Management policy.
The Citizens’ Charter Afghanistan Program (CCAP) is a Government Program that aims to provide basic services to all citizens of Afghanistan over the next 10 years. The Government will provide the resources and support to construct or rehabilitate infrastructure and provide the most important services – drinking water, health, education, electricity, water systems and roads. CCAP is a national program, implemented by Deputy Ministry for Municipalities (DMM), Kabul Municipality, and other municipalities financed through on-budget mechanisms. UN-Habitat Afghanistan will support and oversee the design and implementation of the urban component of the program; ‘Citizens’ Charter in Cities’.
The expected overall impact is: “strengthened local governance and economic development in Afghanistan’s major cities”.
Citizens’ Charter in Cities Program has the following five core components:
1. Citizen empowerment through CDCs and Gozar Assemblies;
2. Service delivery and neighbourhood upgrading through neighbourhood planning, block grants and community and municipal contributions
3. Sustainable municipal revenue enhancement, economic development and job creation;
4. Municipal human and institutional capacity development;
5. Improved national enabling environment and Strengthened DMM.
The Citizens’ Charter aims to improve the relationship between the Government and Afghan Citizens and reduce poverty by providing basic services. By channeling resources and support, the Government will ensure the means to develop villages and cities whilst communities will lead the development process and ensure that all men, women, and children are included in development initiatives and activities. Communities will take a leading role in the planning, implementation and monitoring of projects to meet the Government’s commitment to provide a miniumum standard of basic services.
The Citizens’ Charter in Cities Program will have four key expected results including:
o Strengthened municipal capacity and community-based governance
o Improved living conditions in urban neighbourhoods
o Increased private sector and household investment in cities and job creation
o Increased sustainable municipal revenue sources to enable improved service delivery
An overarching principle of the Citizen’s Charter is the inclusion of vulnerable groups including refugee returnees, IDPs, female headed households, ethnic/cultural minorities, the disabled and others.

Duties and Responsibilities
Under the direct supervision of the managers and MIS consultant, the MIS officer responsibilities and duties will include:
• Works closely with Information systems consultant and reviews the needs of the program.
• Establishes procedures and standards for access to data processing facilities and the data itself.
• responsible for planning, development and implementation of hardware, software applications, programming
• Have excellent supervisory skills and must be able to communicate with management and user’s topics relating to the operation of an MIS system.
• Update and maintenance the MIS database regularly
• Assist with processes relating to systems upgrades, including reviewing release notes, formulating and running system tests, troubleshooting, etc
• Provide system training to all technical staff and end users.
• Explore user requirements and provide accurate and consistent management information.
• Assist with reviewing and documenting processes undertaken within Citizen Charter and making recommendations for their development,
• Collect, compilation, check and clean data at each level
• Analysis of data, as well as processing it as needed.
• Contribute to planning exercise within the office, including the development of success indicators for monitoring and evaluation.
• Collection and presentation of qualitative and quantitative information about ongoing field activities according to the reporting guidelines.
• To ensure the correct and consistent application of all procedures in line with agrees policies.
• Maintain and support users through a helpdesk service for employee/manager self-service.
• Providing technical documentation for future development and guideline for end users

The MIS Officer should have bachelor degree in computer science/Management or in a relevant field of work and at least 5 years of professional experience, preferably with the United Nations or International NGOs.
