-The Independent Administration Reform and Civil Service Commission (IARCSC) was established in 1382 to manage and lead the government’s efforts to reform and improve public administration in Afghanistan so as to meet the development needs of the country.
Capacity Building for Results Facility “CBR” is an Afghan led reform and capacity building program, funded through Afghanistan Reconstruction Trust Fund (ARTF) under the Afghan National Budget. CBR program is managed by the Ministry of Finance and IARCSC and is supervised by a Steering Committee which is composed from the Minister of Finance and the Chairman of IARCSC. The CBR aims to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. To help reduce the reliance on externally financed staff, CBR supports the creation of a specialized and highly qualified cadre of civil servants, with the capacity to manage critical government reforms, and ensure that critical services are sustained. Specific capacity and institution building programs will be implemented with systematic monitoring of and reporting on results. All line ministries can participate in CBR, while the level of support is based on results.

Job Summary

The HR Contract Management Officer works as part of a team, and is responsible for supporting the Contract Management section in maintaining complete and accurate information on all CBR related employee contract preparation and management, prepare and maintain a database for contract related data.

Duties and Responsibilities

The individual would be responsible for the following activities:
• Assist Senior Contract Management Specialist in Drafting Contracts of SMGs, PGs, TAs and PIU Staff
• Keep Proper records of the SMGs, PGs, Approval letters
• Effectively communicate employee contract related issues with LMA, PIU relevant departments
• Develop a proper filing system in consultation with HR Data Management Specialist both hard and Soft.
• Make sure that all LMAs have their personnel files and the files are arranged such that it is easily accessible
• Develop a proper and concise HR database related to contract management
• Track and Manage contract extensions, amendments and update the database accordingly
Any other duties as required by higher authorities in accordance with laws, regulations and objectives of the project.


The (HR Contract Management Officer) for CBR Project Implementation Unit at IARCSC would have the following qualification and work experience:
• Bachelor’s Degree in Human Resource Management, BBA, public administration, Economics, or any other relevant fields with 4 years of relevant working experience.
• Good communications skills;
• Written and spoken ability in Dari / Pashtu and English languages;
• Proficiency in the use of computer programs/applications (MS. Word, Excel, Power Point);

Reporting & Supervision: The HR Contract Management Officer reports to IARCSC CBR PIU HR Section Head through HR Contract Management Senior Specialist.
Duration: The duration of the position(s) would be for one year.
