About IARCSC

-The Independent Administration Reform and Civil Service Commission (IARCSC) was established in 1382 to manage and lead the government’s efforts to reform and improve public administration in Afghanistan so as to meet the development needs of the country.
Capacity Building for Results Facility “CBR” is an Afghan led reform and capacity building program, funded through Afghanistan Reconstruction Trust Fund (ARTF) under the Afghan National Budget. CBR program is managed by the Ministry of Finance and IARCSC and is supervised by a Steering Committee which is composed from the Minister of Finance and the Chairman of IARCSC. The CBR aims to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. To help reduce the reliance on externally financed staff, CBR supports the creation of a specialized and highly qualified cadre of civil servants, with the capacity to manage critical government reforms, and ensure that critical services are sustained. Specific capacity and institution building programs will be implemented with systematic monitoring of and reporting on results. All line ministries can participate in CBR, while the level of support is based on results.

Job Summary

Under the overall guidance and direct supervision of Senior Recruitment Specialist (TAs), the Recruitment Officer ensures effective delivery of recruitment services in the CBR PIU IARCSC. The Recruitment Officer will be responsible for assisting Senior Recruitment Specialist (TAs) in the recruitment functions to mobilize CBR positions. His/ her activities will be instrumental in attracting, appropriately placing and retaining the needed numbers of talent pool and TA (technical assistance) positions.

Duties and Responsibilities

The individual would be responsible for the following activities:
• Support overall HR Team which is responsible for services relevant to Technical Assistance (TA) recruitment, performance evaluation of TAs and determine entitlements for TA positions in the CBR Project Implementation Unit;
• Coordinate overall merit based recruitment functions in the CBR Project Implementation Unit at CBR IARCSC;
• Manage all recruitment activities per vacancy announcements, receiving and scrutinizing all job applications, preparation of long-lists, facilitating panel for short-listing; question preparation and evaluation of answer scripts, help conduct written test and interview;
• Support and Assist to maintain updated HR related database, proper documentation and records for TA positions;
• Maintain and keep proper recruitment and personnel filing system both in soft and hard copies;
• Update the TA recruitment tracking sheet and circulate to the relevant members;
• Support & Assist the Senior Recruitment Specialist to schedule and conduct induction and orientation program for newly hired TAs;
• Carry out due diligence on various documents received such as degree certificates, work experience, previous contracts and any other relevant documents from TAs and manage them into records;
• Support and help the recruitment / contract management / performance management teams to track probationary and annual performance evaluations of the TAs;
• Prepare and update staffing table for TA positions and share with internal team members;
• Support the recruitment team in preparation of short lists and interview schedules;
• Review recruitment practices to ensure effectiveness of selection techniques and recruitment programs;
• Coordinate with procurement unit, in keeping the procurement plan, related to TA recruitment, up-to-date, with all relevant details;
• Use the e-recruitment system for recruitment of CBR positions and keep the system updated;
• Carry any other relevant duty or responsibility assigned by the supervisor as and when required

Deliverables:
• Prepare and update comprehensive and time-bound recruitment plan;
• Producing and updating weekly recruitment status;
• Develop and update HR database for TA positions;
• Any other report / document as required as part of the functional duties and/or as requested by the supervisor relevant to the HR unit.

Reporting
The Recruitment Officer will report to Senior Recruitment Specialist (TAs).

Qualifications

Education:
• Bachelor Degree in human resources, business administration, management, public administration, political sciences, economics and other relevant fields

Experience:
• At least 4 years of experience in recruitment functions, human resources management and HR operations;
• Experience in e-recruitment system will be an added value for the candidature;
• Candidates are preferred familiar with the World Bank guideline on selection of individual consultant.

Competencies:
• Familiar with merit based recruitment and HR management system
• Ability to lead recruitment, negotiation and contracting, employee transitions, HR operations
• Knowledge on Labor Law, Civil Service Rules and Regulations of Afghanistan
• Good team player, analytical and dynamic skill set
• Knowledge on entitlements and benefits for international advisors
• Good at negotiation and conflict resolution skills
• Excellent behavioral and communication skills with internal and external environment
• Computer skills in MS Office packages such as Word, Excel and PowerPoint.
• Have good Communication skills both written and verbal in Dari, Pashto and English languages.
• Knowledge of Constitutional Law, Basic Organizational Law and other Civil Service laws and regulations.

Duration: The duration of the position would be for one year with possibility of extension depending upon performance with a 3-month probationary period and availability of funds.
