Capacity Building Advisor to Central Statistics Organization

Central Statistics Organization (CSO) was established in year 1351 as an independent governmental administration to create an integrated scientific system for statistics, ensuring harmonization and coordination of all statistical and information management activities of Afghanistan. Since its establishment, CSO conducts population census and national statistical surveys and coordinates with partners including government institutions, international development partners, non-governmental organizations, research institutions and agencies other than state to prevent duplication of information and statistics. The CSO collaborates with national government agencies in collection, compilation and publication of statistical information including data and statistics derived from their activities. Also CSO independently collects, compiles, analyses and publishes national commercial, financial, social, economic, environmental, information technology and in general the living condition of Afghan people.
Central Statistics Organization (CSO) supports and promotes the development of integrated social and economic statistics nationwide. CSO also provides technical support to other agencies and facilitates standard procedures for conducting research such as sampling frames. To fulfil the requirement and need of modern statistical demands, CSO is mandated to introduce reforms in the area of human resource management and strengthen its institutional capacity. CSO coordinates and collaborates with partner agencies to establish standards, framework and statistical units for unified data and information management. Capacity building initiatives are required to be introduced in different levels. Currently on going efforts are underway to further strengthen CSOs institutional capacity to adapt, utilize and integrate best-practices and processes in CSO’s existing structures.
The Capacity Building for Results (CBR) facility Project Implementation Unit of Independent Administrative Reform and Civil Service Commission would like to support recruiting a qualified individual for the position of Capacity Building Advisor for Central Statistics Organization of Islamic Republic of Afghanistan with the following duties and responsibilities:

Job Summary

Capacity Development Advisor will be responsible to enable the CSO in building and strengthening its institutional capacity. The incumbent recruited shall provide effective consultation and support to General Director of CSO to identify existing gaps through proper assessments and recommend the required skills in CSO. Capacity Building Advisor shall conduct needs assessment and shall recommend short-term and long-term training and capacity building programs.

Duties and Responsibilities

The individual would be responsible for the following activities:
1. Conduct organizational capacity assessment and needs assessment and develop capacity building related strategies, interventions and plans
2. Provide technical and professional advisory support to General Director of CSO and Human Resources Directorate
3. Provide support and technical coaching and mentoring to relevant departments and employees
4. Assist Human Resources Directorate in conducting performance appraisal and provide appropriate technical support to improve the feedback mechanism
5. Develop an effective capacity building and resource usage mechanism for CSO
6. Assist Human Resources Directorate to develop Human Resource Development (HRD) strategic plan and implementation plan
7. Identify and recommend relevant capacity building initiatives as per needs assessment and capacity building institutions to CSO to undertake long-term and short capacity building programs
8. Assist and develop training catalog for relevant CSO departments and assist in delivering trainings
9. Develop plans for conducting training and capacity building activities
10. Monitor and evaluate delivery of trainings and capacity building activities
11. Organizes trainings, roundtables, networking events and other activities to achieve goals of the organization in terms of capacity building initiatives
12. Assist in identifying specialized trainings based on continued growth and professional development needs of relevant CSO departments
13. Develop and present quarterly and annual reports in terms of CSO capacity building activities
14. Other key tasks assigned by the General Director of Central Statistics Organization.

Qualifications

: The Capacity Building Advisor for Central Statistics Organization would have the following qualification and work experience;
• A master degree in the area of public administration, business administrations, human resource management, social sciences, political science or related field of study with at least five years’ experiences
• Bachelor degree in the area of public administration, business administrations, human resource management, social sciences, political science or related field of study with at least seven years’ experiences
• Preference will be given to candidates with foundational knowledge of statistics and how statistical agency work
• Experience in advising senior government officials on strategic and policy level
• A broad understanding of using organizational assessment tools, approaches and methods
• Experience of developing framework, standards and policies
• Project management skills, including demonstrated competency in both guiding and contributing expertise to interdisciplinary teams
Professional Competencies
• Ability to exhibit strong commitment in the relevant disciplines
• Excellent written and oral communication skills in English and working knowledge of national languages i.e. Dari and Pashto
• Ability to work with and be a partner of a team of diverse backgrounds
• Ability to work efficiently and to meet deadlines
• Ability to function effectively in a team environment inspiring trust and cooperation of other team member
• Strong communication, negotiating skills and good interpersonal relations.

Reporting & Supervision: The Capacity Building Advisor for Central Statistics Organization shall report directly to General Director of Central Statistics Organization.
Duration: The duration of the position (The Capacity Building Advisor for Central Statistics Organization) would be until June 2018
