Organizational Development Advisor for Central Statistics Organization

Central Statistics Organization (CSO) was established in year 1351 as an independent governmental administration to create an integrated scientific system for statistics, ensuring harmonization and coordination of all statistical and information management activities of Afghanistan. Since its establishment, CSO conducts population census and national statistical surveys and coordinates with partners including government institutions, international development partners, non-governmental organizations, research institutions and agencies other than state to prevent duplication of information and statistics. The CSO collaborates with national government agencies in collection, compilation and publication of statistical information including data and statistics derived from their activities. Also CSO independently collects, compiles, analyses and publishes national commercial, financial, social, economic, environmental, information technology and in general the living condition of Afghan people.
Central Statistics Organization (CSO) supports and promotes the development of integrated social and economic statistics nationwide. CSO also provides technical support to other agencies and facilitates standard procedures for conducting research such as sampling frames. To fulfil the requirement and need of modern statistical demands, CSO is mandated to introduce reforms in the area of organizational development. CSO coordinates and collaborates with partner agencies to establish standards and framework for unified data and information management. Currently on going efforts are underway to further strengthen CSOs institutional capacity to adapt and utilize organizational development best-practices to adapt to fast-changing and required growth of CSO.

The Capacity Building for Results (CBR) facility Project Implementation Unit of Independent Administrative Reform and Civil Service Commission would like to support recruiting a qualified individual for the position of Organizational Development Advisor for the Central Statistics Organization of Islamic Republic of Afghanistan with the following duties and responsibilities:

Job Summary

The Organizational Development Advisor will be responsible to enable the organization in adopting-better to the fast-changing external environment of standard systems, regulations by reviewing and analyzing the existing systems of the organization. The incumbent will support establishment and enhancement of the program’s outreach initiatives with directorates of the CSO and independent agencies, create professional networking opportunities, organize and conduct professional development trainings, and coordinate professional development activities. Organizational Development Advisor shall consistently explore funding opportunities, develop concept notes and proposal according to guideline and bases on factual information. Similarly, the position holder is expected to approach donor community with initiatives and ideas in-line with the organizational strategy and ensure quality and effective management of the organization fundraising related activities as well as to provide technical support and required consultations to the fundraising team. Also the incumbent shall play key role in relationship-building among the organization and its targeted donor agencies and will be responsible for donor’s management activities.

Duties and Responsibilities

The individual would be responsible for the following activities:
1. Assess, review and analyse the existing systems, policies and procedures to identify gaps, overlaps and discrepancies
2. Conduct organizational assessment of CSO and recommend potential gaps in terms of required institutional and human resources capacity
3. Provide technical recommendations and requirements to improve the systems, organizational outreach initiates and strategies of the organization in various areas
4. Organize and create networking opportunities, fundraising events and coordinate professional development events
5. Support the establishment of Donors Advisory Board (DAB) for the organization
6. Maintains relationships with current and potential funding sponsors to create productive working relationships
7. Organizes trainings, roundtables, networking events and other activities to achieve goals of the organization
8. Identify specialized trainings based on continued growth and professional development needs
9. Identify, recommend and implement organizational development practices in different organizational units of CSO
10. Work closely with relevant CSO staff to manage donor coordination and organizational development activities
11. Contribute in the capacity building of the CSO staff in terms of donor relation and organizational development
12. Other key tasks assigned by the General Director of Central Statistics Organization.

Qualifications

The Organizational Development Advisor would have the following qualification and work experience;
• A bachelor degree in the area of public administration, business administrations, social sciences, political science or related field of study
• At least 5 years of relevant experience in managerial level and/or advisory positions in organizational development
• Experience in advising senior government officials on strategic and policy level
• A broad understanding of using organizational assessment tools, approaches and methods
• Experience of developing framework, standards and policies
• Project management skills, including demonstrated competency in both guiding and contributing expertise to interdisciplinary teams
Professional Competencies
• Ability to exhibit strong commitment in the relevant disciplines
• Excellent written and oral communication skills in English and working knowledge of national languages i.e. Dari and Pashto
• Ability to work with and be a partner of a team of diverse backgrounds
• Ability to work efficiently and to meet deadlines
• Ability to function effectively in a team environment inspiring trust and cooperation of other team member
• Strong communication, negotiating skills and good interpersonal relations.

Reporting & Supervision: The Organizational Development Advisor shall report directly to General Director of Central Statistics Organization
Duration: The duration of the position (Organizational development Advisor) would be until June 2018
