Central Statistics Organization (CSO) was established in year 1351 as an independent governmental administration to create an integrated scientific system for statistics, ensuring harmonization and coordination of all statistical and information management activities of Afghanistan. Since its establishment, CSO conducts population census and national statistical surveys and coordinates with partners including government institutions, international development partners, non-governmental organizations, research institutions and agencies other than state to prevent duplication of information and statistics. The CSO collaborates with national government agencies in collection, compilation and publication of statistical information including data and statistics derived from their activities. Also CSO independently collects, compiles, analyses and publishes national commercial, financial, social, economic, environmental, information technology and in general the living condition of Afghan people.
Central Statistics Organization (CSO) supports and promotes the development of integrated social and economic statistics nationwide. CSO also provides technical support to other agencies and facilitates standard procedures for conducting research such as sampling frames. To fulfil the requirement and need of modern statistical demands, CSO is mandated to introduce reforms in the area of organizational development. CSO coordinates and collaborates with partner agencies to establish standards and framework for unified data and information management. Currently on going efforts are underway to further strengthen CSOs institutional capacity to adapt and utilize organizational development best-practices to adapt to fast-changing and required growth of CSO.

The Capacity Building for Results (CBR) facility Project Implementation Unit of Independent Administrative Reform and Civil Service Commission would like to support recruiting a qualified individual for the position of Senior Policy, Planning and Reform Advisor for the Central Statistics Organization of Islamic Republic of Afghanistan with the following duties and responsibilities:

Job Summary

The Senior Policy, Planning and Reform Advisor for Central Statistics Organization is required to work with Central Statistics Organization to strengthen the institutional capacity in terms of planning, policy-making and implementation of necessary and strategic reforms. The incumbent shall work in close coordination with General Director of CSO and Planning and Policy Directorate to revise and implement CSO’s strategic plan and achieve long-term objective of a functional national statistical system.

Duties and Responsibilities

The individual would be responsible for the following activities:
a. Planning and Policy
• Draft and develop work plan to assist planning and policy directorate of CSO to revise CSO strategic plan, to develop implementation plan and National Statistics Plan to ensure cross-ministerial coordination in the area of statistics
• Support the budgeting and costing process of the strategic plan and implementation plan of CSO
• Assist Planning and Policy Directorate to support the process of operational planning in different departments of CSO
• Ensure CSO plans and policies and national statistical system are consistent with overall objectives of Afghanistan National Development Strategy (ANDS)
• Lead and support drafting and disseminating various materials for policy, planning and reform such as reports, briefings and submissions to key CSO stakeholders
b. Strategic Reform
• Assist and support preparation of policies and framework for the fundamental reform of statistical systems in CSO and partner ministries
• Prepare and recommend strategies and policies in terms of reform and structural changes of CSO for next five years
• Assist in developing and establishing standards and policies to strengthen statistical systems in CSO and partner ministries
c. Capacity Building and Technical Support
• Assist and collaborate with concerned departments of CSO to strengthen institutional capacity
• Assist and provide policy and reform recommendation to general director and planning and policy directorate
• Provide support in the area of policy, planning and reform to CSO staff in preparing guidelines and procedures for strengthening institutional capacity of CSO
• Provide support to concerned departments in preparing and reviewing concept notes and project proposals
• Support organizing and conducting capacity building programs for relevant departments within CSO and partner organizations
• Conducts needs assessment of planning and policy directorate and recommend relevant capacity building initiatives.
d. Partnerships and Coordination
• Develop strong working relationship with partners to support activities of CSO and collaborate in coordinating planning activities with donor community and partner ministries and government institutions
• Ensure partnerships are established with relevant stakeholders and identify potential areas for coordination and collaboration to avoid duplication of data and research studies.

Qualifications

The Senior Policy, Planning and Reform Advisor would have the following qualification and work experience;
• A Master degree in the area of public policy, public administration, business administration, social sciences, law, political science or related field of study with five year experiences
• A bachelor degree in the area of public policy, public administration, business administration, social sciences, law, political science or related field of study with seven year experiences in managerial level and/or advisory positions in organizational development
• Experience in advising senior government officials on strategic and policy level
• A broad understanding of using organizational assessment tools, approaches and methods
• Experience of developing framework, standards and policies
• Project management skills, including demonstrated competency in both guiding and contributing expertise to interdisciplinary teams
Professional Competencies
• Ability to exhibit strong commitment in the relevant disciplines
• Excellent written and oral communication skills in English and working knowledge of national languages i.e. Dari and Pashto
• Ability to work with and be a partner of a team of diverse backgrounds
• Ability to work efficiently and to meet deadlines
• Ability to function effectively in a team environment inspiring trust and cooperation of other team member
• Strong communication, negotiating skills and good interpersonal relations.

Reporting & Supervision: The Senior Policy, Planning and Reform Advisor shall report directly to General Director of Central Statistics Organization
Duration: The duration of the position (Senior Policy, Planning and Reform Advisor) would be until June 2018
