Senior Technical Advisor for Central Statistics Organization

Central Statistics Organization (CSO) was established in year 1351 as an independent governmental administration to create an integrated scientific system for statistics, ensuring harmonization and coordination of all statistical and information management activities of Afghanistan. Since its establishment, CSO conducts population census and national statistical surveys and coordinates with partners including government institutions, international development partners, non-governmental organizations, research institutions and agencies other than state to prevent duplication of information and statistics. The CSO collaborates with national government agencies in collection, compilation and publication of statistical information including data and statistics derived from their activities. Also CSO independently collects, compiles, analyses and publishes national commercial, financial, social, economic, environmental, information technology and in general the living condition of Afghan people.
Central Statistics Organization (CSO) supports and promotes the development of integrated social and economic statistics nationwide. CSO also provides technical support to other agencies and facilitates standard procedures for conducting research such as sampling frames. To fulfil the requirement and need of modern statistical demands, CSO is mandated to introduce reforms in the area of organizational development. CSO coordinates and collaborates with partner agencies to establish standards and framework for unified data and information management. Currently on going efforts are underway to further strengthen CSOs institutional capacity to adapt and utilize organizational development best-practices to adapt to fast-changing and required growth of CSO.

The Capacity Building for Results (CBR) facility Project Implementation Unit of Independent Administrative Reform and Civil Service Commission would like to support recruiting a qualified individual for the position of Senior Technical Advisor for Central Statistics Organization for the Central Statistics Organization of Islamic Republic of Afghanistan with the following duties and responsibilities:

Job Summary

The main objective of the Senior Technical Advisor to Central Statistics Organization is to provide technical support and policy-level recommendations to General Director of CSO. Additionally, the Advisor is expected to develop strategies and conduct technical assessments for integrating technology in workflows and processes of central statistics organization. The recruited incumbent is to work in close collaboration with concerned departments of CSO for regular research and analysis to ensure that both national as well as partner community priorities are addressed throughout the planning process, execution and implementation of development projects. The advisor is also expected to provide support and technical assistance in the area of capacity building to CSO.

Duties and Responsibilities

The individual would be responsible for the following activities:
a. Support and Strengthen Technology Integration and Innovation
• Assess usage of technology in CSO and identifying gaps, opportunities and implementation areas
• Support and strengthen systems development unit in Central Statistics Organization and introduce innovative technologies, approaches and best-practices
• Coordinate with partners and support relevant department of CSO in the development, implementation and roll-out of information systems
• Advise the process of information systems and integration of relevant information and data management strategies
• Support and provide technical assistance to IT Directorate to facilitate the establishment of data warehouse for CSO.
b. Policy-level and Strategic Technical Support
• Assist the General Directorate in developing annual work plan for all the activities of the directorate in close coordination with relevant CSO departments
• Foster successful design, implementation, management, and evaluation of technology solutions across the organization
• Consult and liaise with concerned CSO departments in developing standards, guidelines and a scale up strategy for technology integration
• Provide technical recommendations and technical support to CSO general director for improving the performance of overall relevant activities
• Liaise and work in close collaboration with donor community to identity needs and required reforms to strengthen institutional capacity of CSO.
c. Capacity Building and Technical Support
• Assist and collaborate with concerned departments of CSO to strengthen institutional capacity
• Assist and provide technical recommendation on modality and methodologies of technical and conduct technical assessment identify needs
• Provide technical assistance to CSO staff in preparing guidelines and procedures for data management and data sharing
• Provide support to concerned departments in preparing and reviewing concept notes and project proposals
• Support organizing and conducting capacity building programs for relevant departments within CSO and partner organizations.
d. Advocacy, Partnerships and Coordination
• Develop strong working relationship with partners to support activities of CSO and collaborate in generating and sharing data
• Ensure partnerships are established with relevant stakeholders and identify potential data sources for secondary data
• Support and promote usage of digital data collection tools in CSO and partner organizations while collecting field-level data
• Support concerned departments of CSO to design and develop suitable mediums of communication with key stakeholders such as website, infographics, newsletters, social media and similar other tools.

Qualifications

The Senior Technical Advisor would have the following qualification and work experience;
• A Master degree with five years of relevant experience in managerial level positions in technology solutions design, development, and integration
• A bachelor degree with seven years of relevant experience in managerial level positions in technology solutions design, development, and integration
• Specific Experience in statistical related field/functions
• Experience in advising senior government officials on strategic and policy level
• A broad understanding of current web standards & tools and the interest in and ability to quickly learn new technical skills is essential
• Project management skills, including demonstrated competency in both guiding and contributing expertise to interdisciplinary teams
• Experience in designing and delivering workshops & other faculty development events in the IT and ICT areas.
Professional Competencies
• Ability to exhibit strong commitment in the relevant disciplines
• Excellent written and oral communication skills in English and working knowledge of national languages i.e. Dari and Pashto
• Ability to work with and be a partner of a team of diverse backgrounds
• Ability to work efficiently and to meet deadlines
• Ability to function effectively in a team environment inspiring trust and cooperation of other team member
• Strong communication, negotiating skills and good interpersonal relations.

Reporting & Supervision: The Senior Technical Advisor shall report directly to General Director of Central Statistics Organization.
Duration: The duration of the position (Organizational development Advisor) would be until June 2018
