Central Statistics Organization (CSO) was established in year 1351 as an independent governmental administration to create an integrated scientific system for statistics, ensuring harmonization and coordination of all statistical and information management activities of Afghanistan. Since its establishment, CSO conducts population census and national statistical surveys and coordinates with partners including government institutions, international development partners, non-governmental organizations, research institutions and agencies other than state to prevent duplication of information and statistics. The CSO collaborates with national government agencies in collection, compilation and publication of statistical information including data and statistics derived from their activities. Also CSO independently collects, compiles, analyses and publishes national commercial, financial, social, economic, environmental, information technology and in general the living condition of Afghan people.
Central Statistics Organization (CSO) supports and promotes the development of integrated social and economic statistics nationwide. CSO also provides technical support to other agencies and facilitates standard procedures for conducting research such as sampling frames. To fulfil the requirement and need of modern statistical demands, CSO is mandated to introduce reforms in the area of organizational development. CSO coordinates and collaborates with partner agencies to establish standards and framework for unified data and information management. Currently on going efforts are underway to further strengthen CSOs institutional capacity to adapt and utilize organizational development best-practices to adapt to fast-changing and required growth of CSO.

The Capacity Building for Results (CBR) facility Project Implementation Unit of Independent Administrative Reform and Civil Service Commission would like to support recruiting a qualified individual for the position of Technical Advisor for Central Statistics Organization of Islamic Republic of Afghanistan with the following duties and responsibilities:

Job Summary

The technical advisor is responsible for the oversight of the technical aspects of surveys and statistical modeling. The technical advisor contributes and ensures evidence based accurate and reliable insights, recommendations and advice to policy makers and decision makers at national level. The main role of the advisor is to provide expert advice to the statistical authorities of Afghanistan and also contribute in formulation of relevant policies and strategies within CSO.

Duties and Responsibilities

The individual would be responsible for the following activities:
1. Consult with CSO’s concerned personnel and agreeing what data to collect and how it should be gathered - taking into account any ethical and legislative considerations;
2. Provide insights in designing experiments, surveys and population based studies to produce the required quality data
3. Interpret the data and making sure that the right decisions are made based on the results
4. Present results to senior CSO staff, line ministries, stakeholders and donor community
5. Advise policymakers on key decisions based on precise evidence based results
6. Present key CSO findings at both national and international conferences for advocacy and technical and financial assistance
7. Provide required advice and support in a timely and effective manner
8. Share international best practices and innovations in statistics and population based studies with senior management of the CSO and relevant line ministries
9. Conduct assessment of statistical infrastructure including the quality and use of appropriate sampling frames and sample methodology, geographical information systems and use of information and communication technology
10. Conduct assessment of quality and availability of key indicators in the main statistical domains and system
11. Take responsibility for specific aspects of project work, as agreed with the project director or project leader, including writing project materials and the design of research/assessment instruments
12. Assist CSO to develop/revise standards, guidelines, procedures for data collection, entry, cleaning, reporting and dissemination
13. Prepare and develop standards, procedures, and guidelines for statistical data analysis
14. Prepare regular statistical and analytical reports on the status and performance indicators for CSO programs
15. Work closely with relevant CSO staff to prepare annual statistical yearbook
16. Contribute in the capacity building of the CSO staff in terms of statistical modeling and applications
17. Other key tasks assigned by the General Director of Central Statistics Organization.

Qualifications

The Technical Advisor for Central Statistics Organization would have the following qualification and work experience;
• A Master degree holder with at least 5 years of relevant experience in managerial level positions in research, statistics, statistical methods and statistical software
• A bachelor degree with at least 7 years of relevant experience in statistics, statistical methods and statistical software
• Experience in advising senior government officials on strategic and policy level
• Experience of developing framework, standards and policies
• Project management skills, including demonstrated competency in both guiding and contributing expertise to interdisciplinary teams

Professional Competencies:
• Ability to exhibit strong commitment in the relevant disciplines
• Excellent written and oral communication skills in English and working knowledge of national languages i.e. Dari and Pashto
• Ability to work with and be a partner of a team of diverse backgrounds
• Ability to work efficiently and to meet deadlines
• Ability to function effectively in a team environment inspiring trust and cooperation of other team member
• Strong communication, negotiating skills and good interpersonal relations.

Reporting & Supervision: Technical Advisor for Central Statistics Organization shall report directly to General Director of Central Statistics Organization
Duration: The duration of the position (Technical Advisor) would be until June 2018
