Job Summary

This assignment involves supporting a government-led capacity development program in the Directorate of Policy and Strategic Planning. The successful candidate will support and provide technical inputs to allow the Research and Evaluation Unit to assist in improving program/project design and implementation with the ultimate goal of providing the school children of Afghanistan a safe learning space and quality education.
The successful candidate will be expected to work with and through his/her Afghan national counterparts, and to progressively transfer skills and responsibilities to them. In addition, the candidate should be prepared to spend 50% of his/her time in the field

Duties and Responsibilities
The Senior Evaluation Specialist will contribute to the capacity building framework of the Directorate and specifically:
1. Develop policies:
a. Support formulation and revision of policies for assessment/evaluation of the MoE’s five main programs and other projects,
2. Develop systems, procedures and formats for assessments/evaluations in the Ministry of Education:
a. Assist in the development of an effective data and reporting flow mechanism, in collaboration with relevant departments of MoE to gather and analyze accurate qualitative and quantitative data,
b. Prepare procedures, manuals and guidelines for all phases of evaluations,
c. Prepare relevant formats for evaluation ToRs, proposals, data collection and reporting,
d. Develop and elaborate specific approaches and tools for qualitative and quantitative data collection,
e. Establish and/or improve a system for storing and filing assessment/evaluation data and reports.
3. Strengthen management of all phases of assessments/evaluations:
a. Assist MoE in identifying and prioritizing study/evaluation areas,
b. Design studies/evaluations in coordination with relevant departments and partners,
c. Conduct studies/evaluations in coordination with relevant departments and partners,
d. Assisting MoE in commissioning larger scale assessments/evaluations to external partners,
e. Analyze data and prepare evaluation and review reports,
f. Support quality assurance of data collection, analysis and reporting for evaluation projects,
g. Support dissemination of findings and lessons learned including presentation of assessment/evaluation reports to MoE leadership.
4. Establish mechanisms and links for coordination of education sector evaluation:
a. Assist and support in the design and establishment of coordination mechanisms,
b. Contribute to and follow up on ongoing coordination.
5. Train, mentor and coach staff in evaluations by:
a. Conducting HR need assessment and identifying knowledge and skills gap of the R&EU; and other relevant units’ staff (MoE programs) in evaluation,
b. Developing training material and a training programs based on the results of needs assessment for the R&EU; and other relevant units’ staff,
c. Conducting training workshops and mentoring the relevant staff in specific approaches and tools for qualitative data collection and all phases of evaluations,
d. Coaching and mentoring staff in developing evaluations, conducting evaluations, analyzing data and preparing high quality reports,
e. Collaborating and liaising with other MoE Technical Assistants and external evaluation teams in planning and conduction of evaluations and in dissemination of findings and recommendations.
6. Support REU in any other task given by direct supervisor.

5. Deliverables
The deliverables of the Senior Evaluation Specialist are:
1. Policies, systems, standards and procedures for evaluation in MoE in place,
2. Formats for evaluations in the Ministry of Education developed,
3. Improved management of REU.
4. Mechanisms and links for coordination of education sector evaluation established,
5. Training packages and programs for capacity building of relevant staff developed,
6. Number of staff with enhanced knowledge and skills in evaluation,
7. Number of assessments/evaluations carried out and findings shard with relevant departments and stakeholders.

Skills

Strong mentoring and leadership skills,
Previous experience of providing training, coaching and mentoring to local counterpart staff a plus,
Fluency in English a plus,
Familiarity with SPSS a plus.

Qualifications

The successful candidate should have the following skills, experience and qualifications:
A University degree (preferably a Master) in Sociology, Rural Development, Education or other relevant degree.
3 years experience in social development work at community level
Experience with research and evaluation related to education policy and management,
At least 3 years of practical experience in research and evaluation, assessment and results monitoring, data collection and analysis,
Proven skills in design of evaluation the formulation of guides, manuals and strategies,
Fully aware of the techniques and modern technologies used in evaluations,
Previous experience in developing and disseminating evaluation reports
Strong mentoring and leadership skills,
Previous experience of providing training, coaching and mentoring to local counterpart staff a plus,
Fluency in English a plus,
Familiarity with SPSS a plus.
