Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Public works.
BASIC FUNCTION OF POSITION:
Under the overall supervision of the Deputy Minister of Public Works and the day-to-day coordination with Program Management Unit of MPW, the Project Manager is responsible for ensuring the direction of project activities and the achievement of project targets and results. S/he plans project activities and inputs, manages the day-to-day implementation of the project and supervises project experts and personnel.

Duties and Responsibilities
MAJOR DUTIES AND RESPONSIBILITIES:
Establish and maintain effective structures and processes for the delivery of the Project and its Implementation Plan, within the overall MPW structure;
Manage the time and contributions of the project team in close collaboration with the Admin/Finance Deputy Minister of Public Works, and other support stakeholders as necessary.
Develop detailed work plans for the Project with clearly defined activities and specific results-based outputs for the implementation of the Project within the priorities and guidance of MPW;
Prepare annual budgets to support the implementation of annual work plans based on the overall budget in the Project Documents.
Technical and Managerial
Manage design, tender and construction contracting processes, and provide supervision and contract management for construction firm(s) during implementation, according to MPW and engineering standards and best-practices;
Latest project management principles are to be implemented in order that allocated projects are successfully delivered on time, within budget and to the required quality;
Lead the work of the Project and oversee the implementation of specified activities in the work plans;
Ensure timely implementation and reporting by implementing partners;
Advise on and implement good environmental practices and controls during construction and mitigate environmental impacts of the works;
Advise on and implement effective gender controls in the planning and implementation of the project;
Liaise with community leaders and Government Authorities to maintain local stakeholder participation and support;
Actively interact with clients to solicit feedback and gauge client satisfaction;
Apply knowledge of road engineering aspects and providing technical feedback and advise to the contractor and project team;
Application of road engineering design to be able to review and apply feedback on the design and technical aspects;
Review the whole project document and conduct an interview with the designing department to get their view about the road project, in order to avoid any technical mistake on design during the construction stage;
Oversee and assist the construction firm who will construct the road to ensure the required standard and quality are applied in the project.
Provide training and technology transfer to national staff and counterparts and contractor’s staff and advise on good project management;
Promote appropriate technology and appropriate technical standards and road construction methods taking requirement for technical and management capacity development of national counterparts into consideration.
Prepare and issue regular Project Reports in accordance with MPW guidelines for reporting;
Maintain diaries and progress reports as required by MPW standard procedures.
Actively work with the contractor, identifying technical problems of the project during construction stage and taking action to solve them;
Contribute to resource mobilization for the implementation of Project;
Attend coordination meetings as required; Arrange and host donor and MPW official site visits;
Perform any other duties deemed necessary by the MPW leadership.
Monitoring and Progress Controls
Deliver monthly project reports identifying risks, issues, progress, challenges when required by MPW;
Prepare and monitor a timeline of major deliverables;
Manage project personnel and monitor the performance of the contractors as per the current signed contract;
Monitor the Interim Payment certificates submitted by the contractor;
Manage the budget in accordance with MPW policies to ensure there is no over expenditure.
Completion of project on time in accordance with Project Agreement and MPW Policies, Rules and Procedures.
SKILLS & QUALIFICATIONS REQUIRED
Applicants must address required qualifications criteria listed below with specific information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
At least 5 years of experience in Project Leadership and Development and Management is required, preferably with focus on delivering results, management of risk, and value for money, in either public or private sector organizations;
Experience in the investigation, design & implementation of road construction projects of at least 2 years of experience is required;
Experience in construction and contract management is required;
Experience in building partners that will contribute to the project objectives in the project location is required;
Competent in the use of all commonly used computer software as well as Engineering software such as AutoCAD, spreadsheets and other computer programs is desired.
Certification in Prince 2 or Project Management Professional (PMP) methodologies is an advantage.
Advanced University Degree (Master’s or equivalent), preferably in Civil Engineering.
Having PMP or Advanced PRINCE2 certificate is required.
