About Tetra Tech -Women's Leadership Development

The PROMOTE program is USAID’s largest ever investment in women’s empowerment. The Women’s Leadership Development (WLD) project is a PROMOTE component that provides capacity building, coaching, and mentoring to two groups of Afghan women:

1) The Primary Target Group includes women between the ages of 18–30 who possess at least a high school diploma, though many will also have undertaken some college, university, or technical vocational and educational training (TVET) study or possess a university degree.
2) The Secondary Target Group includes Afghan women between the ages of 15-24 who have completed primary school and perhaps some secondary schooling or TVET but who have not graduated from high school.

WLD will provide opportunities for the Primary Target Group to develop advanced management and leadership skills that will enable entry and advancement into decision-making positions in mainstream social, political, and economic sectors at national or sub-national levels in Afghanistan. The Secondary Target Group will be provided with opportunities to acquire a high level of life and work skills through continued education and activities designed to promote social and economic development.

Participants in each group come from diverse sectors of society and possess the aptitude, aspiration, and ambition to serve as leaders in their communities and country. Over a five-year period, more than 25,000 women will participate in WLD. As they assume leadership and decision-making positions, they are expected to enact new policies that will provide services and opportunities to benefit many more girls and women throughout the country.

Job Summary

The Course Facilitator will be based at WLD Kandahar Office. She/he is responsible for implementing WLD’s Jawana curriculum for the Project’s primary target group. The Course Facilitator will work 6 days per week (Saturday to Thursday) and will facilitate at least two classes of Jawana which will be conducted in different locations of Kandahar.

Duties and Responsibilities

Technical:
• Actively participate in the Facilitator Professional Development courses;
• Implement the Jawana Curriculum for WLD’s primary target group based on Course Facilitators’ Guide
• Prepare materials and plans in preparation for the implementation of the WLD Curriculum for the primary target group, including lesson plan preparation
• Conduct the Jawana Curriculum Training sessions to primary target participants;
• Conduct periodical assessments to evaluate and measure the participants’ knowledge and gained skills during the training sessions; recommend necessary adjustments;
• Be in constant communication with Course Leaders and seek guidance for ongoing improvement of curriculum content and delivery methodologies and tools;
• Participate in any refresher courses provided the WLD project team in Kabul;

• Participate in the development of effective instructional and course materials;
• Recommend successful participants to the WLD team for additional opportunities within WLD or other Promote Task Orders;
Managerial:
• Facilitate and manage the tracking process of participants’ attendance through daily WLD Standard Attendance Sheets;
• Provide Course Leaders with weekly reports on class progress including original copy of the daily attendance sheets;
• Follow up effectively on the participants’ assignments and provide them with constructive feedback;
• Be in constant communication with AWEC Course Leaders and WLD Focal points’ class progress and be prepared for necessary adjustment to better respond to the participants needs.
Administrative:

• Must Be available for occasional travel to Kabul for refresher courses;
• Serve as moderators for WLD’s Knowledge Management participant portal; and facilitate participants regular access and use of this important tool and resource to augment classroom training;
• Regularly communicate with participants, training host institutions and other stakeholders such as the Department of Women’s Affairs (DOWA);
• Assist Course Leaders to prepare reports based on attendance sheets and other resources.

The current job description may be periodically revisited as needed to reflect changing realities, limitations and project needs. Amendments can be added to that effect.

Skills

Support for, and commitment to, gender equality and women empowerment and Promote project objectives;
• Be familiar with advanced participatory methods (APM);
• Coaching capability to reinforce knowledge and skills gained.
• Administrative, organizational, and logistics skills and detail orientation to assure accurate attendance and Monitoring & Evaluation recordkeeping;
• Language proficiency in one of the national language (Dari or Pashto);
• Demonstrated training experience and training delivery skills based on adult learning standard and practices;
• Experience with Management and Leadership theories and planning skills;
• To make sure the effective result of the program, the Course Facilitator should have the coaching capability to reinforce the gained knowledge and skills.
• Demonstrated ability to flexibly deliver the course within changing programmatic conditions, including the ability to tailor trainings and materials for mixed-level groups;
• Comfortable with both delivering training session using technological aids and adjusting if those aids fail;
• Ability to take direction and also comfortable working both independently and within a team setting
• Minimum commitment level of one year—preferably longer;

• Willingness to travel periodically to receive Training of Trainer (TOTs) and TOT refresher courses;
• Demonstrated training experience and training delivery skills based on adult learning standard and practices;

Qualifications

• Bachelor’s degree in education, public administration, gender, or related field, or similar field (relevant experience and/or another university degree may substitute for degrees mentioned).
• Minimum of 4 years’ experience working in similar field, with women, and gender-equality and gender equity development programs;
