About Ministry of Public Health

Since 2002 three main donors of health sector, namely, The European Union (EU), the United States Agency for International Development (USAID) and the World Bank (WB) have played a pivotal role in financing health services and health system development in Afghanistan. Significant improvements have been made in the health sector of Afghanistan. Improvements are seen in the access to key maternal health services such as antenatal care (32% in 2006 to 54% in 2012) and institutional deliveries (15% in 2006 to 40% in 2012). Despite these major accomplishments, many challenges remain. For instance, full immunization coverage of children has not increased in the past half-decade regardless of the investments made in the Expanded Program on Immunization (EPI).


SEHAT is jointly financed by the World Bank, EU and the USAID. It is financing the implementation of the BPHS and EPHS through contracting out and contracting in arrangements both in rural and urban areas in provinces the project is also strengthening the national health system and MOPH’s capacity at central and provincial levels, so it can effectively perform its stewardship functions in the sector.
The vision of the health information system is that “decisions are made based on evidence for quality health outcomes”; while, the mission is “to provide integrated, timely, valid, reliable health information for evidence-based decision making to cultivate the culture of accountability in health sector and to promote the health of the nation”. In accordance to the HIS Strategic Plan 2015-2020, the HIS General Directorate ensures collection and utilization of relevant, timely, accurate, user-friendly and accessible evidence and information on performance of the health care services and other related activities. In doing so, five key departments that operate under the Health Information System (HIS) General Directorate; namely Research, Monitoring and Evaluation, Health Management and Information System (HMIS), Surveillance, and Vital Statistics will pursue the same mandate.

Job Summary

The vital statistics specialist position is aimed to lead the births and deaths reporting mechanism at the MoPH by establishing the births and deaths reporting mechanism at the MoPH health facilities and hospitals for reporting vital events to Civil Registration and Vital Statistics department of Ministry of Interior.

Duties and Responsibilities

• Establish the births and deaths reporting mechanism at the MoPH health facilities and hospitals to report vital events to Civil Registration and Vital Statistics department of Ministry of Interior
• Establish and pilot deaths verification system at hospitals in accordance to International Classification of Disease ICD-10



• Develop reporting protocol to determine the registration and reporting responsibilities of different entities within health facilities and hospitals
• Build capacity of the relevant staff to be able to register and report vital events
• In consultation with Ministry of Interior establish birth certificate issue system
• Develop monitoring mechanism to follow up the registration and reporting system
• Conduct feasibility assessment for establishment of deaths verification system at the national, regional and provincial hospitals
• Establish deaths verification system in regional and national hospitals
• Coordinate vital statistics related activities within MoPH, CSO, and Ministry of Interior
• Any other task assigned by supervisor

Skills

• Excellent written and verbal communication skills in English language and fluent in a local language;



• Having computer skills of MS programs.
• Ability to travel in the provinces

Qualifications

• Having MD degree (Confirmed by Ministry of Higher Education) or Master degree in Epidemiology and Biostatistics (Preferable) or Public health
• 5 years of post-graduate working experience in Health Information System
• Excellent written and verbal communication skills in English language and fluent in a local language;



• Having computer skills of MS programs.
• Ability to travel in the provinces
