Duties and Responsibilities

M1: Conduct monitoring & field visits to project implementation area in Kabul and Support MEAL supervisor in data entries and data collection.
 Participate and/or lead female surveyors during onsite field mission including KAP, PDM, and baseline-end line assessments and as directed by FM.
 Contribute to the design of M&E plans for the program activities and indicators.
 Support MEAL in data entries and data collection of the assessment led by MEAL.
 Helps in the identification of challenges in monitoring, data collection particularly from women beneficiaries by providing recommendations to further improve the M&E system.
 Analyze risks affecting women’s participation in project activities and provide relevant recommendation so that appropriate measures to be taken to protect that group.

M2: Gender: Promote equal and/or proportional opportunities for women and men to provide their feedback on issues related to ACF’s commitment and interventions.
 Participate in gender related activity engaged/planned by MEAL department as part of the Accountability issues.
 Conduct beneficiary satisfaction survey on female beneficiaries and report results.
 Monitor feedback and participation of women in project related issues.
 Analyze and ensure that interventions are sensitive to issues of equal inclusion of affected women.
 Participate in investigation of complaint case particularly those involved female staff/BNF.
 Support in writing stories related to program and projects as they relate to gender equality issues as a part of MEAL component
 Plan and conduct training sessions on feedback mechanism to female beneficiaries and project staff.

M3: Manage hot-line number and effective implementation of ACF Accountability Mechanism:
 Receive process and respond to beneficiary feedback and complaints and guide beneficiaries seeking help through ACF’s FM hotlines, field visits, and other complaints and feedback mechanisms.
 Ensure that any feedback or complaint provided through ACF’s feedback hotline number is entered promptly into the Feedback mechanism database and reported to MEAL HoD and others staff concerned.
 Compile analyze and disaggregate monthly complaints and feedback by project, gender, nationality, etc. Record and analyze data and produce monthly Feedback/Complaint reports to the MEAL HoD.
 Follow up internally with MEAL HoD/DCD on complaints and feedback referrals with the appropriate bases/department leads. Respond to pending issues, provide support as needed, and communicate progress back to beneficiaries.
 Present complaints and feedback report (including trend analysis) to MEAL HoD.
 Maintain a proper filing system for all the complaints and feedback with filling codes and maintain confidentiality
 Follow up on outstanding beneficiary/staff feedback with relevant departments and beneficiaries.
 Receives and Investigate allegations of irregularities, fraud, corruption or other forms of misconduct by directly liaising with the affected beneficiaries in close collaboration with the supervisor.
 Support in the Investigation of allegations of irregularities, or any forms of misconduct through liaising with the affected stakeholder (particularly women)– as needed and as requested by MEAL/DCD


Required skills:
• Very good in Excel and computer
• Good representation skills
• Good negotiation skills
• Good e-mail writing skill

Language Requirements:
Fluency in spoken Dari, Pashtu.
Having a good working knowledge of written and spoken English
Computer skills:
Advanced computer skills including applications of MS word and excel


• University Degree in social science or health sectors
• Diploma in English language
• Advance Computer literacy especially MS Word and Excel
• At least 2 year of experience in M&E or in nutrition interventions implemented by humanitarian national/international NGOs
• Previous experience in managing accountability and beneficiary feedback mechanisms is a major asset
• Experience in designing tools and strategies for data collection, analysis and production of reports;
• Expertise in analyzing data using Excel;
• Strong training & facilitation skills.
• Strong knowledge and previous experience in project cycle and Log frame
• Very good experience in indicator and result oriented monitoring.
