About Ministry of Public Health

Capacity Building for Results “CBR” Project, started since January 2012, aims to support the government’s effort to improve the capacity and performance of core line ministries responsible for national priority programs. The CBR project’s development objective is to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. This will be achieved through the implementation of specific capacity and institution building programs, which include systematic monitoring of and reporting on results.

Capacity Building for Results (CBR) Project Implementation Unit of the Independent Administrative Reform & Civil Service Commission would like to recruit a qualified individual for the position of (International Consultant) at MoPH with the following duties and responsibilities.

Job Summary

The International Consultant will support the process of Ministry of Public Health (MoPH) of Afghanistan functions review in line with its mandate through desk review and field work in close collaboration with a multi-disciplinary technical team at the MoPH.

Duties and Responsibilities

Objectives
1. Assess the organizational structure of the ministry and its responsiveness to the Ministry’s core functions
2. Review the roles, responsibilities, and lines of accountability in key units
3. Point out potential overlap or duplication of efforts vertically between different units of the ministry and horizontally with other ministries or government entities
4. Review the current processes and procedures supportiveness and necessity in line with the core functions of the MoPH

Duties and Responsibilities
The individual would be responsible for the following activities:
1. Work closely with the functional review technical team for managing the overall aspect of the study
2. Assess whether MoPH’s mandate is clear and there is consensus about its mandate at different levels of health sector and other government departments
3. Assess whether the functions of the MoPH are in line with its mandate, budget and operational resources
4. Examine the business processes across the health sector MoPH and others - focusing on the synergies, complementation the probable overlaps
5. Assess the lines of accountability including coordination mechanisms
6. Review the MoPH organizational structure and staffing to see how the functions, roles and competencies distributed within MoPH
7. Stocktaking the procedures and processes within the different units of the ministry - focusing whether the staff are linked with each other and with the beneficiaries through standard operating procedures, guided by endorsed regulations, laws and policies
8. Prepare the functional review final report
9. Be able to work inside Afghanistan - based at the MoPH compound
Any other related tasks assigned by the functional review committee chair
Deliverables;
• A concept notes on Functional review prepared
• Provision of updates presentations on the progress of the functional review on regular basis
• A preliminary functional review report drafted.
• The final report prepared

Qualifications

The International Consultant for Functional Review at MoPH would have the following qualification and work experience;
• Well-qualified professional with an accredited post graduate degree from a reputable international university in Public Health, Public Policy, Economics, or Business, or any other related field
• Minimum of seven (7) years of broad governmental work experience with a specific focus health system reform and/ or functional reviews
• Excellent verbal and written communication skills and analytical skills
• Priority will be given to candidates who demonstrate a high level of motivation and good communication, hardworking and interpersonal skills.

Reporting & Supervision: The International Consultant will report to Chair of the Functional Review Committee

Duration: The duration of the position (International Consultant for Functional Review) would be for a period of four months.
