GoodWeave International seeking Deputy Chief of Party (DCOP)/Compliance Lead candidates for the Afghanistan Job Creation Program (AJCP), a five-year program to generate revenue and sustainable jobs by supporting supply chain development and trade promotion and facilitate Afghan businesses in increasing exports.
The Deputy COP/Compliance Lead will serve as a deputy to the Chief of Party and the activity’s compliance officer to ensure adherence to all applicable regulations and award terms and conditions.
The successful candidate will be highly motivated, well-organized, adept at building relationships inside and outside the organization, a capable manager of projects funded by bilateral and/or multilateral donors in challenging environments and have a track record in developing international programs and raising funds for them. S/he will possess a commitment to GoodWeave’s values and work ethic and ideally have experience working in issues of social justice and responsible supply chains.

Duties and Responsibilities
• Ensures that the program adheres to USAID assistance award policies and procedures;
• Collaborates with the COP to provide leadership to the development and maintenance of a comprehensive needs-based strategy for programming in host country and/or sub-offices;
• Collaborates with in-country Technical Advisors and headquarter-based Technical staff to ensure project is designed according to organization and industry best practices, program framework and regulations;
• Provides support to the overall leadership and management to programs, ensuring strategic
program direction, managed growth and compliance with organization policies and procedures and donor regulations;
• Manages, implements, and monitors systems, services, staff and budgets to achieve financial, administrative and programmatic goals;
• Provides timely and accurate financial and programmatic reports to company management and donors as required;
• Prepares and monitors approved budgets; Approves expenditures;
• Provides technical assistance through review or writing of protocols, papers, reports to ensure accuracy and appropriateness;
• Recruits, orients and supervises project staff to ensure the completion of technical, programmatic, financial, and resource development needs are met and achieved;
• Collaborates with Technical and Program staff to ensure that program implementation is
managed closely through the development of structured work plans, indicator tracking sheets and approved monitoring plans;
• Provides supervision to all Technical and Program staff to ensure the financial health and
performance of the project;
• Ensures expenditures are monitored on a monthly basis and that well-structured corrective action is initiated and tracked where required;
• Provides leadership to Technical and Program staff, and the Grants Team to ensure the
development of timely, high quality and regulation-compliant activity reporting per organization and donor guidelines.
• Collaborates with Operations and cross-functional groups on matters concerning staff
development that leverages international staff to mentor local staff, so as to maintain project
accountability and scale in the short term and fast-track capacity building for the long term.

• Ability to read, write, and speak fluently in English required;
• Dari and/or Pashto language skills required.
The ideal candidate will have:
• Bachelor’s degree or its international equivalent in one of the following relevant fields: Business Administration, Public Administration, Public Policy, International Development, Finance, Economics, Law, Political Science, or related social science;
• Minimum of 10 years of relevant experience in developing international programs and project management, preferably in a socially responsible business environment;
• Experience managing USAID projects and strong knowledge of USAID programming rules and regulations, grant requirements, and monitoring and evaluation policies and procedures;
• Experience in a relevant technical area, such as value chain development, exports, enterprise growth, or workforce development. Experience managing economic growth-related activities;
• Understanding of GoodWeave’s mission and socially driven business model as well as child labor, sustainable production;
• Experience living and working in Central Asia, especially Afghanistan, preferred;
• Proven record of providing high-quality management and personnel supervision;
• Ability to work closely as a team and network with a wide range of stakeholders;
• Strong management, interpersonal, presentation, and organizational skills, communication and facilitation skills;
