Global Affairs Canada, the Government of Canada’s department responsible for Canada’s Official Development Assistance (ODA) programming in Afghanistan, has contracted Afghanistan Holding Group (AHG) to implement the Field Support Services Project (FSSP).
The FSSP aims to enhance the delivery of Canada’s ODA in Afghanistan and includes, but is not limited to, support for administrative, financial, logistics, communications, procurement of goods and services and providing technical expertise, as well as support to Local Development Initiatives and services on an as required basis.
Canada’s commitment to Afghanistan for the period 2018 to 2020 is CAD270 million for programming related to women and girls’ rights and empowerment, health, education, and linking relief and recovery to development. Canada also provides separate financial support to support Afghanistan’s security sector.
Terms of Reference - Summary:
Upon request, the freelance writer will be tasked to write communication and public outreach material to support the Government of Canada’s development and security assistance engagement in Afghanistan. These could include, for instance, communication messages, short paragraphs for communication purposes, project profiles, interview notes, Tweets and updates for the website both in local languages of Dari and Pashtu and/or in English.
The position is a consultancy based position that will be awarded on a competitive basis for a one-year contract, for up to 100 days, subject to a three-month probation period, with eligibility for renewal on an annual basis for a period of approximately two years. The position will be paid a daily fee, the rate to be negotiated at the time of offer.
Payment of fees will be made on monthly basis for actual hours/days worked in the preceding month. Eligible travel and other work-related expenses will be covered by the FSSP. The expected level of effort for the positions will be determined upon contract signature.
Applicable taxes will be applied/deducted from the gross payable amount and will be paid to Ministry of Finance on behalf of the candidate. The position is a consultancy type position and thus offers no paid benefits (vacation, sick, statutory holidays).

The freelance writer will be based in Kabul. S/he will be expected to attend meetings within Kabul at the offices of the Canadian Embassy, other members of the international community, project implementing partners and relevant ministries of the Government of Afghanistan. Work-related transportation within Kabul will be provided by the AHG FSS Office.
The freelance writer may be required to conduct field visits outside Kabul, to project sites either alone or in company of other FSSP Technical Specialists. Travel could be throughout Afghanistan, including remote and potentially insecure areas.
Locations of Canada’s engagement activities are subject to change depending on the security situation and future programming sites. For work outside Kabul, transportation, accommodation, meals, and incidentals will be covered by the FSSP Office.
Qualifications and Experience:
Minimum Bachelor's in a related discipline and a minimum of five-years’ work experience as a freelance writer;
Experience/knowledge in the production of written materials (e.g., newspaper stories and briefing notes etc.) for private and/or public sector clients;
Flexibility to attend meetings, events and/or carry-out assignments on short-notice; and,
Being fluent in English and, ideally, both local languages, Dari and Pashtu; working knowledge of French will be an asset.
Have the ability to work independently, be detailed orientated, creative and self-starter; and
Have sufficient knowledge of Afghan culture and local contexts.

Proposed daily rate – maximum 5 points.
Top three candidates receiving high scores will be called for an interview. The interview panel will include the FSSP Project Manager and FSSP Project Coordinator and AHG HR Services's Director.
The finalist candidates will be requested to submit the original supporting evidence (contract/paystub/bank slips) to justify requested daily fee. The proposed daily rate is subject to negotiation based on the historical remuneration for similar work and pre-determined range for daily fees assessed for this specific position.
