OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to:
• alleviate human suffering in disasters and emergencies
• advocate for the rights of people in need
• promote preparedness and prevention
• facilitate sustainable solutions.
In December 1991, the General Assembly adopted Resolution 46/182 designed to strengthen the United Nation's response to both complex emergencies and natural disasters. In addition, it aimed at improving the overall effectiveness of the UN's humanitarian operations in the field.
Afghanistan remains one of the most dangerous, and most violent, crisis ridden countries in the world. The continued deepening and geographic spread of the conflict has prompted a 13% increase in the number of people in need of humanitarian assistance in 2017, now 9.3 million. Violations of International Humanitarian Law (IHL) and Human Rights Law (HRL) occur regularly -
including, targeted killings, forced recruitment2 and attacks on health and education facilities.
At the same time, Afghanistan is prone to earthquakes, flooding, drought, landslides, and avalanches. Over three decades of conflict, coupled with climate change, environmental degradation, and insufficient investment in disaster risk reduction strategies, have contributed to increasing vulnerability of the Afghan people to cope with the sudden shock of natural disasters and increased risks posed to livelihoods. On average, each year around 230,000 people are affected by natural disasters. Destruction of shelters, crops, food stocks and damage to household and community assets such as water and sanitation infrastructure, result in the need for emergency support to protect people from the elements.
Given the context in which it is operating, OCHA has to be prepared to deploy National Humanitarian Affairs Officers to the field at short notice to support coordination efforts and preserve the analytical capacity of the Strategy & Coordination Unit (SCU) which sits at Kabul level. Accordingly, NHAOs are expected to help strengthen OCHA’s humanitarian coordination, disaster preparedness, and response in the field offices. Activities include establishing a regional humanitarian and disaster risk management partnership with the international community and with the Afghanistan Natural Disaster Management Authority (ANDMA), ensuring appropriate capacity to plan for and respond to humanitarian issues and to ensure proper contingency planning and coordination.
Under the supervision of the Head of the Strategy & Coordination Unit (SCU) the incumbent will be expected to be able to perform the following, as well as any additional tasks which may be assigned:

Duties and Responsibilities
Support the Head of the SCU by coordinating with other UN agencies and NGOs at capital level;
Assist the sub offices in humanitarian coordination at the regional and provincial level in the event of sudden onset disasters;
Assist in the coordination of delivery of international humanitarian/emergency assistance for complex emergency/disaster situations; complete rapid assessments, prepare situation reports, analyzing the situation and specifying unmet requirements of stricken areas;
Assist in the coordination of disaster response/preparedness and formulation of project proposals; provide technical support to field work;
Coordinate with government entities, ANDMA, MORR, DIREC, the NDMC and Programme Management Team;
Backstop international HAOs in cluster coordination and developing a strong knowledge base and relationships with clusters and key humanitarian partners.
Emergency Response Preparedness & Contingency Planning
Assist in the implementation of the OCHA-led biannual Emergency Response Preparedness (ERP) review;
Advise and coordinate with sub-offices on the development of regional contingency plans;
Advice Head of SCU and field colleagues on potential emergencies by presenting trends over time with a special emphasis on analytical forecasting of humanitarian needs.
Assist in the collection, monitoring and analysis of information on humanitarian developments, disaster relief/management programmes or emergency situations in the assigned region; help develop and maintain a “watch list” of areas with potential for humanitarian crisis;
Assist in the establishment and maintenance of contacts with provincial government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc., in the assigned region;
Assist in the production of analytical reports on the humanitarian situation and assist in strengthening information networks to gather humanitarian data;
Support advocacy efforts concerning humanitarian issues based on analysis of the humanitarian situation, especially on the protection of civilians;
Contribute to the preparation of various written reports, documents and communications, e.g. draft sections of studies, background papers, policy guidelines, briefings, case studies, presentations (including PowerPoint), correspondence, etc., as required;
Assist in organizing work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters;
Perform other duties as required.

Bachelor’s Degree preferably in Political or Social Science, Law, international studies, Public Administration, or other relevant science is required;
Master’s Degree in the same field is an asset.
Up to 4 years with Bachelor' and 2 years of relevant progressively responsible experience with Master's in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related area is required.
At least 2 years with a UN Organization or an NGO will be desirable.
Civil-military coordiation experiance is desired.
Good drafting and report writing skills are required.
Fluency in oral and written English is required.
Fluency in Pashto or Dari is required.
Candidates will be tested on their linguistic ability and regional cultural knowledge.
